VIII. ENVIRONMENTAL ISSUES <br /> <br />A. POLLUTION, SOLID WASTE AND RECYCLING <br /> <br /> 1. AIR QUALITY <br /> <br /> The City will support legislation to enhance Lane Regional Air Pollution <br /> Authority's ability to adopt and implement Clean Air Act requirements. <br /> <br /> 2. HAZARDOUS MATERIALS <br /> <br /> a. Household Hazardous Waste <br /> <br /> There is little regulation in Oregon of household hazardous wastes, such as paints <br /> and pesticides. Consumers often improperly dispose of these substances and <br /> other materials which are not classified as hazardous waste (e.g., used motor oil <br /> and antifreeze) by dumping them onto the ground or into storm sewers. <br /> Adopting an advance disposal fee would help provide inexpensive disposal <br /> alternatives, such as recycling and periodic household waste "roundups," that <br /> have been quite successful. <br /> <br /> b. Hazardous Wastes from Small Businesses <br /> <br /> The City supports legislative or administrative efforts to develop a system under <br /> which small businesses would be able to pool their hazardous wastes for <br /> collection, transport and disposal. These costs can be prohibitive, especially to <br /> businesses that generate only very small quantities. Any such proposal would <br /> have to comply with Federal law requirements imposing liability on the <br /> individual generator of the hazardous waste. <br /> <br /> c. Certification of Environmental Laboratories <br /> <br /> The City supports a State certification program for environmental laboratories. <br /> <br /> 3. SOLID WASTE AND RECYCLING <br /> <br /> a. Market Development of Recovered Materials <br /> <br /> Meeting statewide waste recovery goals under the 1991 Oregon Recycling Act <br /> will require improved markets for recycled materials.
