The City will oppose mandates that local governments conduct education <br /> programs or other activities unless the mandates are funded. <br /> <br /> 2. The City supports public agency procurement of recycled materials and <br /> advocates removal of policies and legislation constraining that <br /> procurement. <br /> <br /> 3. The City supports product stewardship containing ~take back" programs <br /> encouraging products designed for recycling. <br /> <br /> 4. The City supports unredeemed bottle deposits to be returned from the <br /> manufacturer and earmarked for recovery programs. <br /> <br /> 5. The City supports continued funding of the Oregon Recycling Markets <br /> Development Corporation's efforts to improve, stabilize and expand <br /> markets for recyclable and compostable materials. <br /> <br /> If markets make it economically infeasible for collectors and intermediate <br /> processors to recycle paper, glass, plastic and other materials, the Legislature <br /> should take specific actions, including: <br /> <br /> Recommendations: <br /> <br /> 1. Imposing charges at the point of sale on packaging that is not recyclable <br /> or is not manufactured from recycled materials, and dedicating revenues <br /> from such charges to programs for developing markets for recycled <br /> materials and/or local waste reduction programs. <br /> <br /> 2. Providing for statewide recognition of retailers and producers who <br /> voluntarily implement and report packaging reduction. <br /> <br /> 3. Adopting procurement guidelines for State and public agencies that <br /> encourage purchase of construction materials with recycled content. <br /> <br /> b. Waste Reduction Goals <br /> <br /> Measurement of waste recovery must recognize local efforts that reduce waste <br /> and reuse items. <br /> <br /> Recommendations: <br /> <br />City of Eugene Legislative Policies, 2005 Session 42 <br /> <br /> <br />
