9.9650 TransPlan Policy (4) outlines the desire "...to improve transit service and facilities to <br />increase the system's accessibility, attractiveness, and convenience for all users, including the <br />transportation disadvantaged population." <br />Eugene Pedestrian & Bicycle Strategic Plan (BPSP) (TSP Strategy 4.2, Action 4.2.3) - 2008 <br />The BPSP, created in 2008 as a 5 -year plan, is intended to guide City planners and involve the <br />community in the effort to make the city more "walkable and bikeable". It supports many <br />community goals including one of equity to provide the same mobility opportunities to all <br />citizens, including persons with disabilities, that they may experience the same "mobility <br />opportunities" as those who drive vehicles. <br />Eugene Pedestrian and Bicycle & Pedestrian Master Plan (BPMP) — 2012 <br />The BPMP, created in 2012 to serve as the pedestrian and bicycle elements of the TSP, has three <br />primary objectives to 1) expand and improve the pedestrian and bicycle networks; 2) address <br />safety and equity of all users including persons with disabilities; and 3) provide pedestrian- and <br />bicycle- related support facilities that encourage walking and bicycling. An update to the City's <br />ADA Transition Plan (see below) is a recommendation of the BPMP. <br />Central Area Transportation Study (CATS) — 2006 <br />Completed in 1987 and most recently updated in 2006, CATS is considered a refinement of the <br />TSP for the greater downtown and University of Oregon areas. The document promotes the <br />development of a transportation system that provides for the safe and efficient movement of <br />motor vehicles, pedestrians, bicycles, and transit vehicles. <br />City of Eugene ADA Transition Plan — Phase 7, 2008 <br />See description in section 1.2 above. <br />Housing and Urban Development (HUD) Consolidated Plan <br />A five-year planning document developed in collaboration with the city of Springfield to meet <br />HUD requirements to establish priorities and progress measurements for address housing, <br />homeless, community, and economic development needs and resources. Removal of barriers to <br />accessibility is a HUD -approved component of the Consolidated Plan and therefore eligible for <br />Community Development Block Grant (CDBG) funding (see section 5.3). <br />Lane Transit District (LTD) <br />Lane Coordinated Public Transit Human Services Transportation Plan (Lane Coordinated Plan) <br />This plan was adopted by the Lane Transit Board of Directors in 2007 and most recently updated <br />in 2009 to include elements as required by the Federal Transit Administration to ensure <br />compliance with federal and state requirements and guidelines. The LTD EZ Access Program <br />serves older adults and persons with disabilities with transportation that best suits their needs. <br />The LTD ADA -compliant paratransit service RideSource is a complimentary service that provides <br />the larger communities of Eugene and Springfield with individual prescheduled trips for persons <br />with disability unable to use the fixed route service and has been provided since 1993. <br />
