FYO9-FYl l Draft Capital Improvement Proqram Now Available for Review <br />Updated every two years, the City's Capital Improvement Program (CIP) forecasts the capital needs for <br />the Airport, parks and open space, public buildings and facilities, stormwater, transportation and <br />wastewater services. The underlying strategy of the CIP is to plan for land acquisition, construction and <br />preservation of public facilities necessary for the safe and efficient provision of services. The FY09- <br />FY11 Draft CIP includes approximately $156 million in projects expected to be built or acquired in the <br />next six years and identifies additional projects costing $227 million for which funding has not been <br />identified. Projects with funding available between July 1,2005, and June 30, 2006, will become the <br />basis of the City's FY06 Capital Budget. <br /> <br />The Draft CIP will be reviewed by the Planning Commission and Budget Committee before it is <br />ultimately adopted by the City Council. The tentative CIP review schedule is listed in the table below. <br /> <br />December 13, 2004 The Planning Commission will hold a work session to review the Draft CIP. <br />December 14, 2004 The Planning Commission will conduct a public hearing in order to consider <br /> public testimony. After considering public testimony and reviewing the Draft <br /> CIP, the Planning Commission will forward its comments to the Budget <br /> Committee and City Council. <br />February 7, 2005 and The Budget Committee will review the Draft CIP with primary focus on <br />February 22, 2005 financial and budget issues. Its recommendations and comments are <br /> forwarded to City Council. <br />February 25, 2005 The City Council will conduct a public hearing on the Draft CIP in order to <br /> consider public testimony. The City Council may choose to adopt the Draft <br /> CIP at this meeting. <br />March 7, 2005 The City Council may choose not to take action 2/25/2005. If so, the council <br /> is scheduled to finalize and adopt the CIP at this meeting. <br />April 29, 2005 The Adopted FY06-FY11 CIP will be distributed and posted to the City's web <br /> site. <br /> <br />Comments from the public on the Draft CIP are welcome. The Draft CIP has also been posted to the <br />City's web page at http://www.ci.euqene.or, us/ASD/Finance/CIP/CIP 2006/CIP Fulll.pdf and is available <br />at a variety of public locations including the City Manager's Office at City Hall and the Finance Office on <br />the fourth floor of the downtown Library. A.Boyle@ci. euene, or. us, 100 W. <br />10th Avenue, Suite 400, Eugene, OR 97401, or by calling 652-$417. <br /> <br />Eu.qene Stream Team Volunteers and UO Students Monitor Fish at Delta Ponds <br />During a brief interlude of sunshine on Saturday, December 4, Stream Team volunteers and students <br />from the University of Oregon's Environmental Studies Service Learning Program gathered at the new <br />fish trap they helped to install at Debrick Slough in November and learned how to operate the fish trap <br />and identify the fish that pass through it. The project launches a new wildlife monitoring effort at Delta <br />Ponds, the nearly 150-acre natural area located in the heart of the city, off Goodpasture Island Road. <br />The training, which included a session on fish identification in addition to the hands-on demonstration at <br />the fish trap, was conducted by Erik Moberly, a biologist from the Oregon Department of Fish and <br />Wildlife. <br /> <br />The slough connects the northern portion of Delta Ponds to the Willamette River. The new fish trap, <br />located off Delta Highway just north of the Beltline Bridge, will allow City staff to monitor what fish <br />species are moving back and forth from the river into Delta Ponds by way of the slough. The fish trap will <br />be monitored daily throughout this winter and spring, and Stream Team volunteers will continue to <br />monitor the trap after the ponds are connected to the river in a joint City/Army Corps of Engineers <br />construction project.
