ATTACHMENT E <br /> <br />A PUBLIC INFORMATIONAL COMPONENT FOR A TRADITIONAL MASTER <br />PLANNING PROCESS FOR THE DOWNTOWN CITY GOVERNMENT COMPLEX <br /> <br />A Design Team would be selected to work with staff to bring the additional experience, expertise <br />and resources of a consultant group to the master planning process. The Design Team would <br />work closely with the City staff throughout the study, as the master planning technical work is <br />completed, using City staff to help understand current policies, and to discuss the feasibility of <br />recommendations and alternatives that will be developed by the consultant team. The primary <br />product of the public involvement component of the master planning process would be public <br />informational materials to be used to support the plan for downtown City facilities. <br /> <br />PUBLIC PARTICIPATION <br /> <br />Achieving public understanding and support is critical to the successful implementation of the <br />plan. The master planning program would involve a range of interested and affected parties. <br />Public input is particularly important to the: <br /> <br /> · Identification of relevant data <br /> · Determination of issues, needs, new ideas and priorities <br /> · Review of alternatives; and <br /> · Comment on recommendations during the public hearing process <br /> <br />Therefore, the master planning process would include the following elements: <br /> <br />Master Planning Advisory Committee (MPAC) - The City Council would be asked to appoint <br />a Master Planning Advisory Committee that consists of representatives of the City, interest <br />groups, other agencies affected by the City's development of a governmental center and citizens <br />at large. The MPAC may include members of the City Council, Planning Commission, business <br />associations, school districts, downtown interest groups and knowledgeable citizens. The <br />purpose of the MPAC is to serve as a sounding board and provide input to the consultant team <br />and city staff during each phase of the work plan. The diverse representation of individuals on <br />this committee is intended to ensure that a broad range of interests are represented, and that the <br />plan addresses challenges and opportunities as viewed by those who are most knowledgeable <br />about the community. The Design Team would help the Committee envision multiple <br />alternatives for achieving objectives identified during the facilities planning process, and use <br />graphics, text, and verbal communication techniques to help bring about a consensus. Also, the <br />Design Team would use interactive exercises and design workshops to solicit input in a format <br />that maintains the interest of all participants; <br /> <br />Coordination with Decision-makers and Agencies - The City Facilities Master Plan should be <br />coordinated with a variety of decision-makers and agencies. The Mayor, City Council and City <br />staff would set the initial objectives of the plan. Their work would be supplemented by <br />coordination with local agencies such as the school district and Lane County as well as federal <br />and state agencies. <br /> <br /> <br />
