ATTACHMENT A <br /> <br /> RESOLUTION NO. <br /> <br /> A RESOLUTION REPEALING RESOLUTION NO. 4477 THAT ADOPTED THE <br /> 1996 HOUSING DISPERSAL POLICY, AND PROVIDING AN EFFECTIVE <br /> DATE. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. The City of Eugene first adopted a Housing Dispersal Policy ("the Policy") in 1968. The Policy <br />has been updated on three occasions since that time, most recently by Resolution No. 4477 on January <br />24, 1996. <br /> <br /> B. The goals of the Policy are to provide more housing choices for low income families by <br />encouraging the development of affordable housing throughout all parts of the community, to avoid <br />concentrations of low income families, and to limit NIMBY opposition by ensuring that all <br />neighborhoods have some affordable housing. Due to the many changes since 1968 in housing needs, <br />land supply, funding issues, improved housing polices, changes in City goals, and limitations in the <br />number of units developed, the Housing Policy Board recommended that housing dispersal policies <br />should be incorporated into the Consolidated Plan for Housing and Community Development Needs (the <br />"Consolidated Plan"), rather than being retained as a free-standing policy. <br /> <br /> C. Based on the Housing Policy Board's recommendation, on November 15, 2004, the Planning <br />Commission unanimously supported repealing Resolution No. 4477, and incorporating housing dispersal <br />policies into the Consolidated Plan. Upon approval of the Consolidated Plan by the City Council it will <br />be submitted to the U.S. Department of Housing and Urban Development. <br /> <br /> NOW, THEREFORE, based upon the above findings, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal <br />Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. Resolution No. 4477 adopting the 1996 Housing Dispersal Policy is hereby repealed, <br />effective upon addition of housing dispersal policies to the Consolidated Plan for Housing and <br />Community Development Needs and its approval by the City Council. <br /> <br /> Section 2. Housing dispersal policies that encourage low-income housing to be dispersed <br />throughout the City of Eugene shall be added to the Consolidated Plan for Housing and Community <br />Development Needs.
