Some of these changes are acceptable to the Applicant, but others we feel <br /> are unnecessary. Below, I have outlined the Applicant's suggested revisions and <br /> provided some explanation and background information. <br /> <br /> The Applicant owns and operates Amelia's Antiques on the subject property. The <br /> historic Character of the house is integral to the operation of the business. The <br /> Applicant would like to expend her business to hold high teas in two of the rooms in <br /> the house. To do this, and to bring the property into conformance with zoning <br /> regulations, she has hired Satre Associates to 1)designate the property as a City of <br /> Eugene Historic Landmark, and 2) create a Hi storic Special Area Zone (SAZ) that <br /> allows uses appropriate to the site context, and rezone the property .to that Special <br /> Area Zone. Following adoption of the Special Area Zone by the City Council, Ms. <br /> Hall will file for a change of occupancy building permit to complete the city <br /> permitting process. <br /> <br /> The Applicant discussed the proposal with city staff at a Limited Consultation <br /> meeting in March 2004. City staff was very helpful in determining the preferred <br /> regulatory route to permitting the proposed uses. The application before you <br />Satre Associates, P.C. represents only the second to utilize the Special Area Zone procedures for a historic <br />132 East Broadway <br />Suite 536 property under LUCU (Kaufman Senior Center being the first). She is not aware of any concems on the part of <br /> neighboring land owners. The neighborhood organization is supportive of the project. <br /> We believe it is appropriate to write the ordinance in such a way that the uses and <br /> physical characteristics that have garnered support are expressly allowed outright by <br /> the ordinance. Specifically, the staff report indicates support for allowing the parking <br /> area surfacing to remain gravel for the proposed uses.
