ExhibitC <br />theCityhastwodocumentsrelatedtolongrangeparksplanning:theParks,RecreationalandOpen <br />SpaceComprehensivePlan(PROS)anditslistofimplementingprojectsinthePROSProjectand <br />PriorityPlan.OnlytheProjectandPriorityPlanhasbeenadoptedhowever,itwasnotadoptedasa <br />landuseplan.Thereforeitcannotbeusedasabasisfordeterminingcompliancewiththeapplicable <br />criteriainthiscase.Acknowledgingthislimitation,theCityhasconsultedthesedocumentsand <br />determinedthefollowing: <br />This74acresiteisprivatelyownedbytheRestHavenMemorialPark.Thepropertyownershave <br />indicatedthatapproximately27.63acresisneededforexistingorfuturecemeteryuseandthey <br />wouldliketomaketheremaining46.27acresavailableforresidentialuses.ThePROSProjectand <br />PriorityPlanidentifiestheneedforaneighborhoodparkinthisvicinity;howeverthePROSProject <br />andPriorityPlanstatesthatthelocationofproposedacquisitionsareapproximateandsubjectto <br />changebasedonlandavailabilityandpublicinvolvement.Thepropertyownerhasindicatedno <br />interestinsellinganyportionoftheirsiteforparksatthistime.Regardless,Cityparksareallowedin <br />LDR/R1thereforeredesignationoftheentiresitetoLDRwouldnotprecludeafutureparknoraffect <br />the/źƷǤƭprovisionsfororaccesstorecreationalareas,facilitiesorrecreationalopportunities. <br />TotheextentStatewidePlanningGoal8applies,theamendmentsareconsistent. <br />Goal9EconomicDevelopment.Toprovideadequateopportunitiesthroughoutthestateforavariety <br />ofeconomicactivitiesvitaltothehealth,welfare,andprosperityofhƩĻŭƚƓƭcitizens. <br />Goal9requirescitiestoevaluatethesupplyanddemandofcommercialandindustriallandrelativeto <br />communityeconomicobjectives.TheAdministrativeRuleforStatewidePlanningGoal9(OAR660 <br />Division9)requiresthattheCityͻΝƦΞƩƚǝźķĻforatleastanadequatesupplyofsitesofsuitablesizes, <br />types,location,andservicelevelsforavarietyofindustrialandcommercialusesconsistentwithplan <br />ƦƚƌźĭźĻƭΝ͵ΞͼAmongotherthings,therulerequiresthatcitiescompleteanͻ9ĭƚƓƚƒźĭOpportunities <br />citiesaretoprepare <br />!ƓğƌǤƭźƭ͵ͼOAR6600090015.BasedontheEconomicOpportunitiesAnalysis, <br />IndustrialandCommercialDevelopmentPolicies.OAR6600090020.FinallyOAR6600090025 <br />requiresthatcitiesdesignateindustrialandcommerciallandssufficienttomeetshortandlongterm <br />needs.OAR6600090010(2)providesthatthedetailedplanningrequirementsimposedbyOAR660 <br />ͻğƷthetimeofeachperiodicreviewoftheplan(ORSЊВА͵АЊЋΛЌΜΜ͵ͼTheEugene <br />Division9apply <br />CommercialLandsStudy(1992)andtheIndustrialMetropolitanIndustrialLandsInventoryReport <br />(1993)wereadoptedbytheCityofEugeneasarefinementoftheMetroPlan,andcomplieswiththe <br />requirementsofGoal9andthecorrespondingAdministrativeRule. <br />Theproposedmapamendmentsdonotaddorsubtractanycommercialorindustriallandfromthe <br />adoptedinventories;thereforeGoal9isnotapplicable. <br />Goal10Housing. <br />Goal10requiresthatcommunitiesplanforandmaintainaninventoryofbuildableresidentiallandfor <br />neededhousingunits.TheAdministrativeRuleforStatewidePlanningGoal10(OAR660Division8) <br />statesthatͻƷŷĻmixanddensityofneededhousingisdeterminedinthehousingneedsprojection. <br />Sufficientbuildablelandshallbedesignatedonthecomprehensiveplanmaptosatisfyhousingneeds <br />bytypeanddensityrangeasdeterminedinthehousingneedsprojection.Thelocalbuildablelands <br />Findings4 <br />
