ExhibitC <br />inventorymustdocumenttheamountofbuildablelandineachresidentialplanķĻƭźŭƓğƷźƚƓ͵ͼThe <br />comprehensiveplanmapforthecityisthe MetroPlan landusediagram.TheResidentialLandsStudy <br />(1999)wasadoptedbytheCityofEugeneasarefinementofthe MetroPlan,andcomplies <br />withthe <br />requirementsofGoal10andthecorrespondingAdministrativeRule.Accordingtothe1999 <br />ResidentialLandsStudy(RLS),thereissufficientbuildableresidentiallandtomeettheidentifiedland <br />need. <br />Thesubjectsiteisproposedtoberedesignatedtoaresidentialdesignation.TheRLSidentifiesthe <br />undevelopedresidentiallandsupply(inventory)basedonthedesignationorzoningandthesizeof <br />theparcel.Somedemandwasalsoassumedtobeaccommodatedthroughredevelopmentandinfill. <br />ThissubjectsitewasnotidentifiedaspartoftheRLSsincealthoughitwaspartiallyzonedR1,itwas <br />notvacantorinagriculturalortimberuseatthattime;thereforethisredesignationdoesnotreduce <br />theRLSinventoryandisconsistentwithGoal10.However,theproposalwilladdapproximately46 <br />acresofhousingcapacitytotheexistinglandsupply(excludinganyprotectedarea). <br />Basedontheabove,theamendmentsareconsistentwithStatewidePlanningGoal10. <br />Goal11PublicFacilitiesandServices.Toplananddevelopatimely,orderlyandefficientarrangement <br />ofpublicfacilitiesandservicestoserveasaframeworkforurbanandruraldevelopment. <br />Theamendmentsdonotaffectthe/źƷǤƭprovisionofpublicfacilitiesandservices.Therefore, <br />StatewidePlanningGoal11doesnotapply. <br />Goal12Transportation.Toprovideandencourageasafe,convenientandeconomictransportation <br />system. <br />TheTransportationPlanningRule(OAR6600120060)containsthefollowingrequirement: <br />(1)Ifanamendmenttoafunctionalplan,anacknowledgedcomprehensiveplan,oralanduse <br />regulation(includingazoningmap)wouldsignificantlyaffectanexistingorplanned <br />placemeasuresasprovidedin <br />transportationfacility,thenthelocalgovernmentmustputin <br />section(2)ofthisrule,unlesstheamendmentisallowedundersection(3),(9)or(10)ofthisrule. <br />Aplanorlanduseregulationamendmentsignificantlyaffectsatransportationfacilityifit <br />would: <br />(a)Changethefunctionalclassificationofanexistingorplannedtransportationfacility <br />(exclusiveofcorrectionofmaperrorsinanadoptedplan); <br />(b)Changestandardsimplementingafunctionalclassificationsystem;or <br />(c)Resultinanyoftheeffectslistedinparagraphs(A)through(C)ofthissubsectionbasedon <br />projectedconditionsmeasuredattheendoftheplanningperiodidentifiedintheadopted <br />TSP.Aspartofevaluatingprojectedconditions,theamountoftrafficprojectedtobe <br />generatedwithintheareaoftheamendmentmaybereducediftheamendmentincludes <br />anenforceable,ongoingrequirementthatwoulddemonstrablylimittrafficgeneration, <br />including,butnotlimitedto,transportationdemandmanagement.Thisreductionmay <br />diminishorcompletelyeliminatethesignificanteffectoftheamendment. <br />(A)Typesorlevelsoftraveloraccessthatareinconsistentwiththefunctionalclassification <br />ofanexistingorplannedtransportationfacility; <br />(B)Degradetheperformanceofanexistingorplannedtransportationfacilitysuchthatit <br />Findings5 <br />
