ADMINISTRATIVE ORDER NO. 44-15-04 <br />of the <br />City Manager of the City of Eugene <br />ADOPTION OF PUBLIC RECORDS RETENTION REQUIREMENTS <br />FOR FIRE DEPARTMENT DASH CAM VIDEOS. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, specifically authorized to <br />appoint, remove, and direct all employees (except as otherwise provided in the Charter), and to <br />enforce.all ordinances of the City. <br />B. Dash cams offer the potential to capture video footage of a scene, fire or accident <br />response which can be used primarily to assist in training Fire Department personnel through <br />after -action reviews. Less expensive "dash cams" are now available that enable the installation <br />at a relatively nominal cost in vehicles. The Fire Department is interested in testing the dash <br />cams to determine how useful they might be. However, the dash cams cannot record extensive <br />video footage without quickly running out of memory. Therefore, these dash cams are designed <br />to "loop over" the oldest footage since most of the footage while driving is recording random <br />scenes. Any footage capturing something significant can be protected from being recorded over <br />until that footage can be downloaded to a City server and preserved/retained similar to other City <br />video footage. <br />C. The State of Oregon has adopted Oregon Administrative Rules setting forth <br />public record retention requirements for cities. However, the State's retention requirements are <br />silent regarding the retention of dash cam video that serves no training or other purpose. <br />Therefore, it is necessary to adopt public records retention requirements in order to fill that gap. <br />NOW THEREFORE, the public records retention requirements for Fire Department <br />dash cam videos is adopted as set out below. <br />FIRE DEPARTMENT DASH CAM VIDEO RETENTION REQUIREMENTS <br />Dash cam video taken in Fire Department vehicles shall be retained as follows: <br />(1) Dash cam video that does not serve a training purposes or fall within any <br />of the other State -adopted record retention categories does not need to be <br />Administrative Order - Page 1 of 2 <br />
