The department is the authorized advanced life support ambulance provider <br />for the West Central Ambulance Service Area (ASA//4) of Lane County. This type of <br />designation is made by counties for all ASAs in Oregon, under the authority of the Oregon State <br />Health Division. Eugene's ASA represents a significantly larger geographical protection zone <br />than does the City's fire and first response EMS service area. <br /> <br /> After completing an EMS Redesign Project in FY01, Eugene developed a multi-phased plan to <br /> address the challenges to the continued operation of the service, as identified by the study. Phase <br /> 1 consisted of modifying Eugene's ambulance deployment model in August 2002. Instead of <br /> operating four statically deployed 24-hour dual-role (firefighter/paramedic) medic units, the <br /> system now features three 24-hour dual-role units and the addition of dynamically deployed <br /> ambulances staffed by single-role (non-firefighter) medics during peak demand periods. <br /> Demand charts similar to those in Figure 3.5 were used to determine the needed initial staffing <br /> level. These demographic measures continue to be used to evaluate the efficacy of the current <br /> staffing model and to suggest needed modifications. <br /> <br /> In Phase 2 of the plan, the City assumed direct responsibility for administering all aspects of the <br /> ambulance billing and subscription membership programs for the user fee supported transport <br /> system. This change took effect July 1, 2003. <br /> <br /> Eugene also operates a non-emergency, pre-scheduled service that routinely transports patients <br /> for dialysis, cancer treatments, and other routine appointments for which they are too sick to <br /> travel by taxi or private vehicle.
