Section Three: Risk Assessment <br /> <br />performs the necessary pre-authorization work, and calls the pertinent information in to the <br />Central Lane 9-1-1 Communications Center, at least 30 minutes prior to the time of service. The <br />communications center then selects the appropriate available medic unit, with available dual-role <br />ambulances being dispatched last to this type of call. This can be attributed to several factors. In FY03, Springfield Fire & Life Safety <br />began providing this service in Springfield, which Eugene Fire & EMS had, by agreement, <br />previously done. Second, one specific patient who had been a frequent user within this service <br />category (multiple times per week) was no longer in the area. Third, dispatch activities for pre- <br />scheduled transports began to be handled by 9-1-1 dispatchers, rather than the EMS office staff, <br />and some of these transports are now coded as regular transports. <br /> <br />A decrease in total EMS transports occurred in FY03, due to the change in the ASA boundaries <br />in May 2002, when Lane Rural Fire/Rescue began service to a newly created ASA (#8) which <br />had previously been a part of Eugene's ASA #4. <br /> <br />ASA Response Zones <br /> <br />The Lane County Health & Human Services Department developed an Ambulance Service Plan <br />which has been adopted by the Board of County Commissioners. This plan calls for each <br />ambulance service provider in the county to report quarterly on its ambulance response times for <br />emergency calls. Response time goals are set for various zones, based on population density, <br />proximity to urban areas, terrain, transportation networks, and expected travel time to the area. <br /> <br />Zones 1, 2, 3, and 4 in each ASA correspond roughly to the State of Oregon's urban, suburban, <br />rural, and frontier designations. ASA #4 contains only three zones, since it has no frontier <br />territory and there are no portions of the ASA that are expected to have a greater-than-45-minute <br />response time. <br /> <br />o Zone 1 includes all territory within the Eugene Urban Growth Boundary (UGB). It is <br /> considered urban. <br /> <br />o Zone 2 includes territory outside the UGB and to the west as far a line approximately at Fern <br /> Ridge Reservoir.
