Section Five: Service Level Goals <br /> <br /> SECTION FIVE: Service Level Goals <br /> <br />NFPA Standard 17103 outlines staffing, deployment, and response time standards for career fire <br />departments. While Eugene Fire & EMS has not adopted the response times in NFPA 1710 as a <br />local standard, it will regularly measure its response time performance against those times. <br /> <br />The Eugene Fire & EMS Department has adopted the response time standards stated in this <br />section. These standards are based on the risk analysis of the service area, the critical task <br />analysis conducted by the department, the historical performance of the department, and, in the <br />case of ambulance response time standards, the Lane County Code. We consider these to be <br />local standards--a reasonable response to the level of risk in the community. They provide <br />measures of the current levels of service the department provides to its service area. In addition, <br />we have identified areas for improvement and have set future service level improvement goals <br />that are presented in Section 12. <br /> <br />Response Time Goals, All Incidents <br /> <br />With the adoption of this document, response time goals for the Eugene Fire & EMS Department <br />are the following for all emergency responses. <br /> <br /> o Call processing: 2 minutes or less for 80% of all calls. <br /> <br /> o Turnout: 2 minutes or less for 80% of all calls. <br /> <br /> o Travel time for first arriving unit in Risk Area A: 5 minutes or less for 80% of all calls. <br /> <br /> c> Travel time for first arriving unit in Risk Area B: 9 minutes or less for 80% of all calls. <br />Response Time Goals~ Structure Fires <br /> <br />In addition to the times specified for first arriving unit to all calls given above, the department <br />has established the following goals for response to structure fires. <br /> <br /> c~ Travel time for all units needed for effective initial response to arrive on scene in Risk <br /> Area A: 10 minutes or less for 80% of calls. <br /> <br /> o Travel time for all units needed for effective initial response to arrive on scene in Risk <br /> Area B: 14 minutes or less for 80% of calls. <br /> <br />For those structure fires requiring 15 or more personnel, the goals are: <br /> <br /> o Travel time for 15th person on scene in Risk Area A: 11 minutes or less for 80% of calls. <br /> <br />3 The National Fire Protection Association develops and publishes fire and life safety consensus standards, some of <br />which address fare department organization, procedures, and activities. <br /> <br /> 52 <br /> <br /> <br />
