Section Five: Service Level Goals <br /> <br /> o Travel time for 15th person on scene in Risk Area B: No time specified. <br /> <br />The number of structure fires in Risk Area B that require the full 15 personnel is so small-- <br />ranging from zero to three in a year--and the distance traveled varies so greatly, it is not feasible <br />to establish a specific time goal to assemble these resources on the scene. <br /> <br />Response Time Goals~ Ambulance Transport <br /> <br />The department has adopted the following goals regarding its ambulance transport service. <br />These times apply to emergency response only. The zones are the geographic zones assigned by <br />Lane County in its Ambulance Service Area Plan. <br /> <br /> o Call processing: 2 minutes or less for 80% of all emergency calls for ambulance <br /> transport. <br /> <br /> o Tumout time: 2 minutes or less for 80% of all emergency calls for ambulance transport. <br /> <br /> o Response time (includes turnout time and travel time): Less than 10 minutes for 85% of <br /> all emergency calls in Zone 1. <br /> <br /> c> Response time (includes turnout time and travel time): Less than 20 minutes for 85% of <br /> all emergency calls in Zone 2. <br /> <br /> o Response time (includes turnout time and travel time): 45 minutes or less for 85% of all <br /> emergency calls in Zone 3. <br /> <br />Response Time Goals. Eu~,ene Airoort <br /> <br />The department has adopted the following goal for Aircraft Rescue and Fire Fighting (ARFF) <br />response at the Eugene Airport. (Other types of calls at the airport - not aircraft-related - are <br />included in the relevant sections.) The ARFF response goal is based on Federal Aviation <br />Regulation Part 139.319(i)(2), which is the regulatory authority for this service. Since the <br />notification of an aircraft emergency generally comes directly from the tower, call processing <br />time is not included here. While the regulation does not specify a percentage of calls that must <br />meet these performance goals, the department has adopted 80% as the goal percentage. <br /> <br /> o Travel time, including turnout time, to thc incident or standby location: 3 minutes or less <br /> Context of Response Time Goals <br /> <br /> Questions may be raised regarding any response time performance goals set. One position is that <br /> thc goals are not stringent enough because they are not the same as those listed in NFPA 1710. <br /> What these goals do represent is a reasonable expectation of the level of service our community <br /> is asking for and expecting with the investment of public funds dedicated to this service area. <br /> <br /> 53 <br /> <br /> <br />
