Section Five: Service Level Goals <br /> <br />Eugene Fire & EMS has conducted this community risk assessment and deployment study in <br />order to develop Standards of Cover that recognize local authority, available resources, risk, and <br />community expectations. It is the community, through its elected officials, that dictates its own <br />standards of cover. By its economic decisions with respect to taxation and budgeting, the <br />community purchases a level of"fire and life safety insurance" that is consistent with its <br />perceived needs, risks, and available resources. While these decisions may be influenced by <br />such factors as insurance ratings prepared by the ISO, the level of protection available in any <br />community is a local decision that should be made only after rigorous study of local needs and <br />resources. <br /> <br /> 54 <br /> <br /> <br />
