Section Twelve: Future Needs, Recommendations, and Service Improvement <br /> <br /> Objective 4 <br /> <br /> Ensure an adequate level of firefighting capacity is maintained, and augmented, to meet <br /> current and future need. <br /> <br /> Recommendations: <br /> <br /> 1. Retain at least the current number of on-duty firefighters (including Engine 9 <br /> when restaffed) in order to meet the current need and anticipated near-term growth. <br /> <br /> 2. Establish a standard that defines an adequate level of firefighting capacity in <br /> Eugene. Work with the City's policy makers and Executive Managers to ensure that <br /> Eugene maintains a fire fighting force adequately matched to the identified risks, <br /> hazards, and demands of the community. Continue to evaluate the Engine 1 O/Medic <br /> 10 combination company utilization and its impact on fire and EMS first response. <br /> <br /> 3. Use this document to begin a comprehensive environmental analysis of the <br /> projected demands that will be placed on the organization by continued growth, <br /> greater density, shifting demographics, and other risks in the future. Apply the <br /> principles of the Oregon Deployment Process, and NFPA 1710 in creating a logical <br /> strategic response. <br /> <br /> Ob.iective 5 <br /> <br /> Plan for the acquisition and development of the infrastructure necessary to support Fire & <br /> EMS service provision in the underserved portions of Eugene. <br /> <br /> Recommendations: <br /> <br /> 1. Update the current site locater study, focusing on the far west side of Eugene. The <br /> previous study was performed by LCOG almost ten years ago. The area in question <br /> has grown and developed. The specific sites available have changed, as has the <br /> transportation plan for Eugene's west side. <br /> <br /> 2. Using an updated site locater study, identify an optimal building site and work to <br /> develop a financing plan for the procurement of property to site the future Fire <br /> Station 4 (Willow Creek). This facility is currently expected to be a neighborhood <br /> station similar in size and scope than the facility being constructed in Santa Clara <br /> (Station 11). <br /> <br /> 3. Analyze the growth potential in the north, northwest and southeastern areas of <br /> Eugene. Use this information to determine if operational shortfalls are likely to occur <br /> in these locations within the next 10 years. <br /> <br /> 84 <br /> <br /> <br />
