Section Twelve: Future Needs, Recommendations, and Service Improvement <br /> <br />Service Improvement Goals <br /> <br />'Using the information compiled for this document, this section is intended to provide <br />information related to the specific goals that have been developed as a part of the annual <br />evaluation of Eugene Fire & EMS' Standards of Coverage Deployment Plan. <br /> <br />As the department's goals are further refined or revised, the following information will be <br />provided for every goal listed: <br /> <br /> National, regional, or local standard used to establish the goal. <br /> A brief report or statement confirming that the goal is applicable to Eugene Fire & EMS, <br /> considering the department's current resources, risk analysis, and ability to add <br /> infrastructure, staffing, and/or equipment. <br /> Estimated cost to implement goal if increased resources are required. <br /> Desired time line for implementation of goal. <br /> Method to measure stated goal and/or objective. <br /> <br />We recognize that NFPA 1710 has established a deployment standard with specific response <br />times and staffing for all types of calls. We will continue to measure our performance against <br />these response time goals as well as our own adopted response time goals. However, the level of <br />staffing of fire and other emergency apparatus remains a local decision in order to allow <br />jurisdictions appropriate flexibility to deal with their environment, as long as legal mandates and <br />safety concerns are met. It is the responsibility of the authority having jurisdiction to assess the <br />risk in the service community and to provide the needed resources to control that risk safely and <br />effectively. <br /> <br />Our goals for FY2005 are the following: <br /> <br /> o Improve overall first-in response times in both risk areas - "A" and "B.". <br /> o Improve structure fire response in both risk areas -- "A" and "B." <br /> o Improve ambulance response times in all three ambulance response zones - 1, 2, and 3. <br /> <br />To achieve these goals, we will take the following actions: <br /> <br /> o Continue to deploy ambulances according to area and temporal demand, modifying <br /> schedules and assignments as necessary. <br /> o Continue to move up companies to fill in at other stations when "home" companies are <br /> responding to calls or engaged in non-emergency activity out of quarters. <br /> o Develop and implement other interim deployment strategies while pursuing additional <br /> resources to improve response time performance. <br /> <br /> 85 <br /> <br /> <br />
