Section One: Introduction <br /> <br /> SECTION ONE: Introduction <br /> <br />Purpose <br /> <br />While the Eugene Fire & EMS Department (EFD) has stated general response time goals in the <br />past, it had not developed and adopted clearly defined standards of response coverage until 2003. <br />At that time the department completed and adopted its first standards of cover. The current <br />document provides an update and further refinement of that first adopted set of response <br />standards. The department utilized the analysis to more comprehensively address a number of <br />issues, including the following: <br /> <br />o Deployment options, matching the identified community risk, including the type of <br /> emergency response apparatus and staffing levels to provide an appropriate level of response <br /> for the various services provided by the department. <br /> o Meeting the changing demands for service in various parts of the department's service area <br /> brought about by shifting demographics. <br /> o The need for, and strategic placement of, future fire stations. <br /> <br />The purpose of a "Standards of Coverage for Emergency Response" document is to provide the <br />following: <br /> <br /> A baseline tool for defining emergency response performance standards and goals. <br /> A summary of community risk (life safety, economic, and environmental). <br /> An analysis of critical emergency scene tasks, which should assume maximum utilization of <br /> all personnel under a "worst case" scenario. This analysis should be consistent with the <br /> department's risk analysis, staffing levels, and goals. <br /> A basis for continually measuring performance over time. <br /> Guidelines for short-term and long-term policy decisions dealing with resource procurement <br /> and allocation. <br /> <br />A Standards of Response Coverage document consists of those written procedures that determine <br />the distribution and concentration of the fixed and mobile resources of a fire and EMS <br />organization. It is anticipated that this document will serve as a critical element of the <br />accreditation process of the Commission on Fire Accreditation International (CFAI). <br /> <br />Standards of Response Coverage typically consist of three key elements: <br /> <br /> Distribution -- the station and resource locations needed to assure rapid response <br /> deployment to minimize and terminate emergencies. <br />o Concentration -- the spacing of multiple resources arranged so that an initial "effective <br /> response force" can arrive on scene within sufficient time frames to mobilize and likely stop <br /> the escalation of an emergency in a specific risk category. <br />o Staffing levels -- these consist of the numbers of response-ready personnel and their <br /> assigmnents. <br /> <br /> 6 <br /> <br /> <br />
