Appendix A <br /> <br /> 6. A minimum of one ventilation team. Each ventilation team shall consist of a minimum of <br /> two personnel. <br /> <br /> 7. If an aerial device is used in operations, one person shall function as an aerial operator <br /> who shall maintain primary control of the aerial device at all times. <br /> <br /> 8. Establishment of a Rapid Intervention Team (RIT) that shall consist of a minimum of two <br /> properly equipped and trained personnel. <br /> <br />The five basic EMS system functions covered in NFPA 1710 include the following. The <br />standard indicates that the department shall be involved in providing any or all of these <br />functions. <br /> <br /> 1. Initial response to provide medical treatment at the location of the emergency (first <br /> responder with AED capability or higher) <br /> <br /> 2. BLS response <br /> <br /> 3. ALS response <br /> <br /> 4. Patient transport in an ambulance designed to provide for uninterrupted patient care at the <br /> ALS or BLS level while en route to a medical facility <br /> <br /> 5. Assurance of response and medical care through a quality management program <br /> <br />Staffing for EMS is specified as the minimum numbers of personnel necessary to the level of <br />EMS provided. Personnel deployed to ALS emergency responses shall include a minimum of <br />two members trained at the EMT-Paramedic level and two members trained at the EMT-Basic <br />level. (It does not include EMT-Intermediate, since not all states offer this level of certification.) <br /> <br />Service delivery deployment is specified as follows: <br /> <br /> Response Staffing Time <br /> Turnout Time N/A 60 seconds <br /> Arrival of unit with first Two (2) 4 min. or less 90% of the <br /> responder or higher level time <br /> capability <br /> Arrival of ALS unit Two (2) 8 min. or less 90% of the <br /> time <br /> <br />The standard further states that the department is to evaluate its level of service and response <br />time objectives on an annual basis. In addition, the department is to provide the authority having <br />jurisdiction with a written report, based on these annual evaluations, every four years. <br /> <br /> 87 <br /> <br /> <br />
