Appendix A <br /> <br /> Appendix A: NFPA 1710 Summary <br /> <br />NFPA Standard 1710: Standard for the Organization and Deployment of Fire Suppres-ion <br />Operations, Emergenc), Medical Operations, and Special Operations to the Public by Career <br />· Fire Departments <br /> <br /> This standard, adopted by the National Fire Protection Association in 2001, though not binding <br /> on specific jurisdictions, attempts to establish a national standard for fire and rescue response. <br /> While the Eugene Fire & EMS Department has not formally adopted this standard, it is important <br /> to address our deployment and response time performance in light of this standard. <br /> <br />NFPA 1710 includes the following standards for fire response and deployment: <br /> <br /> Response Staffing Time <br /> Turnout Time N/A 60 seconds <br /> Arrival of Initial Arriving Four (4)* 4 min. or less 90% of the <br /> Company time <br /> Arrival of Initial Full Fourteen (14); fifteen (15) if 8 min. or less 90% of the <br /> Alarm Assignment Aerial Ladder is Deployed time <br /> Capability <br />* Personnel are not required to arrive on the same apparatus. <br />The standard actually indicates a goal of a 4-minute response time for the initial arriving <br />company and/or an 8-minute response time for a full alarm assignment. In order to meet this <br />standard, only one of the times would need to be met on any given fire incident. <br />NFPA 1710 Initial Full Alarm Prescribed Assignments and Functions: <br />1. Establishment of Incident Command outside of the hazard area for overall coordination <br />of the first alarm assigmnent. <br />2. Establishment of an uninterrupted water supply providing a minimum of 400 gpm for 30 <br />minutes. <br /> <br /> 3. Establishment of an effective water flow application rate of 300 gpm from two hand <br /> lines, each of which shall have a minimum of 100 gpm flow. Attack and backup lines <br /> shall be operated by a minimum of two personnel each to effectively and safely maintain <br /> the line. <br /> <br /> 4. Provision of one support person for each attack and backup line deployed to provide <br /> hydrant hookup and to assist in line lays, utility control, and forcible entry. <br /> <br /> 5. A minimum of one victim search and rescue team. Each search and rescue team shall <br /> consist of a minimum of two personnel. <br /> <br /> <br />
