shall be determined by the City, as well as the Oregon Department of Transportation (ODOT) <br />where ODOT right-of-way is involved and the Federal Highway Administration (FHWA) where <br />federal funding is involved, per the criteria listed below. <br />A non-standard system may take longer to review, resulting in increased processing costs <br />incurred by the applicant. This information shall be conveyed to an applicant, who, by filing <br />an application for a non-standard system for review, acknowledges and agrees to pay the <br />potentially increased processing costs. <br />Deviations from any standard in this manual require approval by the City Engineer prior to <br />completion and approval of plans and specifications. To obtain approval, the designer must <br />submit a completed "City of Eugene Design Exception Request" form with a cover memo, <br />which shall include a description of the problem, its proposed solution, and any other <br />information to justify the exception. When ODOT approval is required, use the "City of <br />Eugene's Oregon Department of Transportation Design Exception Request" form. <br />The City's decision to grant, deny, or modify the proposed deviation shall be based upon <br />evidence that the deviation request meets all of the following criteria: <br />a. The change will achieve the intended result through a comparable or <br />superior design. <br />b. The change will not adversely affect safety and/or operation. <br />c. The change will not adversely affect maintainability. <br />1.05 DESIGN CALCULATIONS <br />All design calculations and studies for pavement structures, flood control, water quality, and <br />wastewater systems shall be submitted in an organized, legible, and professional form for <br />review. These calculations, bearing the signature and stamp of the Project Engineer, shall also <br />include a thorough list of assumptions used in making the calculations. Any material of <br />unacceptable quality and accuracy will be returned to the applicant for correction and <br />resubmission. <br />1.06 ERRORS AND OMISSIONS <br />Any errors or omissions in the approved plans or information used as a basis for the approval <br />may constitute grounds for approval withdrawal and/or stoppage of any or all of the <br />permitted work, as determined by the City. It shall be the responsibility of the <br />Owner/Developer and assigned agents to demonstrate why such work should continue, and <br />to make changes to the plans as may be required by the City before approval of the plans is <br />reinstated. <br />Public Improvement Design Standards Manual, 2016 Page 1-4 <br />
