City of Eugene <br />Public Works <br />Parks and Open Space <br />1820 Roosevelt Boulevard <br />Eugene, OR 97402 <br />GUIDELINES FOR TREE PROTECTION NOTES <br />July 2011 <br />Note: The list below contains measures typically recommended by the Urban Forester for <br />protecting trees during construction. This list is to be used not as a set of standards, <br />but as a guideline in preparing tree preservation plans and construction plans. The <br />exact wording of any tree protection measure for a given project may be modified <br />by the Urban Forester, depending on site conditions, project goals, previous permit <br />requirements, or other City code requirements. <br />Definitions: <br />The "Critical Root Zone" is defined in City of Eugene Administrative Rule R-6.305, as <br />"an area surrounding a tree trunk, having a radius of 18 inches times the diameter <br />breast height of the tree trunk." This area contains most of the roots essential to the <br />tree's continuing health and vigor, and, therefore, construction within the Critical <br />Root Zone is typically prohibited. In certain cases, construction may be allowed to <br />encroach into the Critical Root Zone, but only with additional tree protection <br />measures. If construction encroaches too far into the Critical Root Zone, the <br />structural integrity of the tree may be jeopardized, creating a hazardous tree. <br />Where construction removes more than 30 percent of the Critical Root Zone, the <br />tree is considered a "technical felling" (per R-6.305). <br />"Project Arborist" is an arborist certified by the International Society of <br />Arboriculture. <br />"Tree Preservation Plan" may be considered the same as the project Construction <br />Site Management Plan, where a separate tree preservation plan has not been <br />required. <br />2016 PIDS Manual, Appendix D <br />
