Other information should be obtained directly from utility owners (see Appendix L for <br />contact information). The applicant will be required to resolve any conflicts directly with <br />the utility owner; additionally, written concurrence from each utility will be required prior <br />to City approval of the PEPI plans, in accordance with Section 4.08 Concurrences. <br />4.02 APPLICATION REQUIREMENTS <br />The following information is required for the City to process the PEPI permit. <br />A. Engineering and Construction Agreement <br />The Owner/Developer shall submit a signed "Engineering and Construction Agreement" <br />(see Appendix Q. This agreement defines the scope of work and confirms that the public <br />improvements will be privately engineered, constructed and financed. This agreement <br />obligates the Owner/Developer to reimburse the City for costs incurred to complete the <br />project. See Section 4.05 City Engineering Services and Section 4.10 Financial <br />Responsibilities for more information. <br />B. Supporting Analyses <br />1. Geotechnical Analysis is required of all PEPI projects; refer to Appendix C for <br />report requirements. <br />2. Stormwater Analysis is required to demonstrate compliance with the <br />standards in Appendix J as noted in Section 2.04 of this manual. <br />3. Wastewater Analysis is required as noted in Section 2.08 of this manual. <br />4. Pavement Design Calculations are required for all new streets as noted in <br />Section 2.05. <br />5. Street Light Analysis is required for all new streets as noted in Section 2.05, <br />6. Traffic Signal Warrant Analysis is required, when applicable, as noted in <br />Section 2.07. <br />7. Pipe -Load Calculations are required as noted in Section 2.08. <br />8. Critical Root Zone Impact analysis is required with tree preservation. See <br />Section 3 regarding natural resource area mapping required on Construction <br />Site Management Plans.
