9. "No -Rise" Certification is required with a Floodplain Development Permit for <br />work within a Floodway. See Appendix B for permit requirements. <br />C. Construction Plans <br />Construction plans shall be prepared consistent with the drafting standards in Section 3. <br />Paper review or electronic plan review is provided by the City of Eugene. For paper review, <br />one paper copy shall be submitted to the City for review along with an electronic version <br />in a PDF format. For electronic plan review, one set of CAD generated PDF's shall be <br />submitted. The Project Engineer shall design and prepare the construction plans for public <br />improvement(s) in accordance with this manual, and include the following plans. <br />1. A Construction Site Management Plan (CSMP) is required of all PEPI projects. <br />The CSMP identifies measures to be implemented during construction to avoid <br />impacts to water quality and natural resources, such as trees, waterways, and <br />other natural features. The CMSP does not authorize construction, fill or <br />removal of features. Other permits may be required, such as: Erosion <br />Prevention Permit, Floodplain Development Permit, tree removal permit, <br />wetland fill permit, or land use applications for impacts to local resources. See <br />Appendix A for applicable regulations and CSMP-notes required. Also refer to <br />Section 3 for drafting standards and other required plan information. <br />2. Street lights are required of all new street construction, as noted in <br />Section 2.05. Street light plans shall be submitted consistent with the <br />drafting standards in Section 3. Approval by EWEB is required before the <br />City will issue the permit. See Appendix G for standard details. <br />3. Traffic control devices may be required of street projects, as noted in <br />Section 2.07. Traffic control devices shall be submitted consistent with the <br />drafting standards in Section 3. See Appendix H for standard details. <br />(Traffic control plans for temporary devices used during construction are <br />addressed below at Section 4.13). <br />4. Trees to be preserved shall be identified on the construction plans and on the <br />CSMP as noted in Section 3. Protection measures shall be in place through the <br />duration of construction, in accordance with adopted City administrative rules <br />and tree protection guidelines. See Appendix D and the Standard Drawing for <br />tree protection. <br />5.
