City Hall Complex Master Plan
Accessibility Specialized Input Group Report
INTRODUCTION
City Hall Complex Master Planning began in October of 2005 in response to a
Council Goal regarding Eugene’s aging City Hall. Since then, many studies and
extensive public involvement have facilitated policy decisions by the city council
to guide the design process. The current phase of master planning will lead to a
concept design to be shared with the city council and the public in December
2007.
Specialized Input Groups (SIGs) of residents with specific expertise relative to
particular topics have been organized to assist the consultant team in thinking
through and examining three themes central to this phase: Accessibility,
Sustainability, and Police Facilities. In addition, an open Community Forum will
provide feedback on the development of the design.
For the Accessibility SIG held September 27, 2007, individuals with specific
expertise were invited to serve as citizen advisors, including members of the
Eugene Human Rights Commission’s subcommittee on Disability, Board
members of LILA (Lane Independent Living Alliance), and other local experts.
This is the second meeting to gather specialized input on accessibility.
SIG participants included:
Mary Otten, Human Rights Commission, Police Commission
Karen Hyatt, Human Rights Commission staff
Fred Tepfer, University of Oregon
Marion Walter, University of Oregon, retired
Joel Phifer, Lane Regional Program, Braillist
Cindy Lashbaugh, resident
Gene Organ, LILA Board Chair, State of Oregon Disabilities Coordinator
Dave Kleger, LTD Accessibility Services Committee
Consultant Team Participants included:
Jonah Cohen.
