BACKGROUND
When the city council said Eugene’s new city hall should be “User Friendly” in the
guiding values for master planning, they meant for everyone. Since that time, the
consultant team has had discussions with many Eugenians about what user
friendly means, but none more important than the meetings with representatives
of Eugene’s residents with physical and mental disabilities. At the first Focus
Group on Accessibility, held in September of 2006, Universal Design was
discussed and incorporated into all future design efforts. This means: Design
that serves the widest range of people operating in the widest range of situations
without special or separate designs.
The principles of universal design include:
Equitable use
Flexibility in use
Simple and intuitive
Perceptible information
Tolerance for error
Low physical effort
Size and space for approach and use
At the Accessibility Specialized Input Group (SIG), held September 27, 2007 and
at a subsequent discussion, October 11, 2007, with the deaf and hard of hearing
(see Addendum), participants were shown three different design schemes for
feedback. The comments and suggestions of participants follow in this report.
ISSUES
Entrance to the Building
Access at all entrances, on all sides of the structure!!Don’t make me go
around the building to get to the one door that is accessible.
Shorten distances to entrances. We arrive at corners, but entrances are
mid-block. Bring services closer in.
How far do you have to walk from the street to get in? Where will the bus
stop be? Can you cross the street there or do you have to walk back to
the corner away from the entrance? Parking lots are dangerous to walk
through. Don’t have us cross a parking lot to get in.
Bus stop on 8th does not come from the bus station.
Problems with inbound and outbound buses. At least one direction is on
wrong side of street and forces crossing.
I do drive. I want an accessible parking space right by the door. I can’t
walk distances. Please shorten distances.
Want accessible parking on street next to building.
