<br />The City Council appropriated an additional $58,000 as part of Supplemental Budget #1 of <br />FY07 to expand the scope of the CSS process to include Middle Crest. <br /> <br />The City Council amended the Design Standards and Guidelines for Eugene Streets, Sidewalks, <br />Bikeways and Accessways on October 22, 2007 to allow for a minimum street width of 18 feet <br />(two 9-foot travel lanes) in the Crest Drive area. <br /> <br />Crest Drive Community Team Recommendation <br />Subsequent to the Council amendment to the Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways to allow for a minimum street width of 18 feet <br />(two 9-foot travel lanes) in the Crest Drive area the CDCT met twice and completed its mission <br />with the following recommendation: <br /> <br />The Crest Drive Community Team recommends the 60% design concept for the identified <br />sections of Crest Drive, Storey Boulevard and Friendly Street as shown on the plan view <br />drawings. (The plan view drawings are shown as Attachment B) <br /> <br />The street design includes a street width of 18 feet (two nine-foot travel lanes) and a sidewalk <br />on one side of the street for all of Crest Drive, Storey Boulevard and Friendly Street. The <br />sidewalk will be setback from the street for a little less than half the total length of sidewalk. <br />The side of the street (uphill or downhill) that the sidewalk is located on varies throughout the <br />design. <br /> <br />Traffic calming elements will be located on all of the streets and includes 17 speed tables, two <br />traffic circles, seven medians, and one choker. <br /> <br />Stormwater facilities includes a combination of vegetated swales, filter strips and rain gardens <br />to address water quality and a combination of open waterways and stormwater pipes to address <br />conveyance. <br /> <br />The decision making model shown on Attachment C was followed in reaching consensus on the <br />recommendation. However, in the survey method used, three of the 22 members of the CDCT <br />indicated a level of support of “1 – I really dislike and will counter-propose.” The decision <br />making model stipulates – “ If a member indicates “really dislike and will counter propose”, <br />that member must be willing to counter-propose or stand aside. The member has until the next <br />meeting to prepare a counterproposal.” No counter-proposals were made by the three CDCT <br />members indicating a level of support of “1”. <br /> <br />Financing Plan <br />The Context Sensitive Solution process was funded through a Council General Fund <br />appropriation of $298,000. These funds have been completely expended in completing the <br />mission of the Crest Drive Community Team. Attachment D is a memo outlining the options to <br />fund the final design and construction of street improvements for Crest Drive, Storey Boulevard <br />and Friendly Street. A funding proposal will be put forward as part of the FY09 budget process <br />for consideration by the Budget Committee and City Council.
