<br />consent of the City of Eugene. <br /> <br />Based on the above findings and approval condition as imposed, the proposal is consistent with <br />Statewide Planning Goal 12. <br /> <br />Goal 13 ~ Energy Conservation: To conserve energy. <br /> <br />Statewide Planning Goal 13 calls for land uses to be managed and controlled "so as to maximize the <br />conservation of all forms of energy, based upon sound economic principles." Goal 13 is directed at <br />the development of local energy policies and implementing provisions and does not state <br />requirements with respect to other types of land use decisions. To the extent that Goal 13 could be <br />applied to the proposed change in designation, the designation is consistent with Goal 13. The <br />proposed site is located so that a future development can make et11cient use of energy with direct <br />and efficient access. The proposal is consistent with Statewide Planning Goal 13. <br /> <br />Goal 14 ~ Urbanization: To provide for an orderZv and efficient transition from rural to urban land <br />use. <br /> <br />The amendments do not efIect the transition from rural to urban land use, as the subject property is <br />within the City limits. Therefore, Statewide Planning Goal 14 does not apply. <br /> <br />Goal 15 - Willamette River Greenway: To protect, conserve, enhance and nwintain the natural, <br />scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette <br />River as the W"illamette River Greenway. <br /> <br />The subject property is not within the boundaries of the Willamette River Greenway. Therefore, <br />Statevvide Planning Goal 15 does not apply. <br /> <br />Goal 16 through 19 - Estuarine Resources, Coastal Shorelands, Beaches and Dunes, and Ocean <br />Resources: <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources related t.o the property effected <br />by these amendments. Therefore, these goals are not relevant and the an1cndments will not affect <br />compliance with Statewide Planning Goals 16 through 19. <br /> <br />(b) Adoption of the amendment must ltot make tlte Metro Plan internally inconsistent. <br /> <br />The Metro Plan diagram amendment to re-designate 7.3 acres of land from Low Density Residential <br />to Commercial and 1.3 acres of land from Commercial to Medium Density Residential will create <br />an internal conflict with the remainder of the Metro Plan. <br /> <br />The applicant provided detailed findings intending to show how the Metro Plan diagram <br />amendment is consistent with the policy direction contained in the Metro Plan. Those policies <br />found to be applicable to this request are addressed below. Although the applicant addressed <br />additional Metro Plan policies (Policies 1,24, A.S, A.17, F.l, F.13, F.23, 1.3, and 1.8) which have <br />been considered, they do not provide further relevant guidance or mandatory approval criteria with <br /> <br />Staff Findings ~ October 8, 2007 <br />Page 13 <br />
