Although we agree in concept with the idea of a mixed-use <br />development, we differ with the applicant in the implementation of that idea. We feel <br />that the balance of residential and commercial uses is too heavily weighted toward <br />commercial and specifically larger scale commercial than the community needs. The <br />plan has neglected to provide for a truly public gathering space and adequate amounts of <br />pervious surfaces to balance the tremendous amounts of roadway, side\valk and parking <br />area, and the transition from Rl East of the planned area to C2 is not carefully considered <br />in the applicant's package. <br /> <br />. The proposed change from PUC 1 to C2 removes a publicly accessible recreation <br />and education area that had significant historical significance from the center of <br />our community and replaces it with shopping and parking. There are no plam1ed <br />publicly owned areas within this proposal to continue to meet the needs of the <br />community to gather, exchange news and ideas, or create social capital within the <br />nei ghborhood. <br />RR/SC Urban Facilities Plan Park Subareas policy 3. When appropriate, landfor <br />park and recreation facilities shall be dedicated as part of the development review <br />process jor vacant land <br /> <br />Metro Plan Goal8-Recreation Needs: To satisjj; the recreational needs o.fthe <br />citizens of the state and visitors and, where appropriate, to provide for the siting o.f <br />necessary recreational facilities including destination resorts. <br /> <br />City of Eugene pamphlet Mixed-Use Development in Eugene: Design Principles <br />for More Livable Neighborhoods "A variety of parks and public spaces should be <br />provided within the center to serve area residents and workers. Where parks and <br />other public spaces do not exist, the creation of viable public spaces will be designed <br />in mixed-use development plans. Significant open space areas adjacent to or within <br />mixed-use development areas, such as creeks, natural drainage channels, wetlands <br />should be integrated into the overall design." <br /> <br />The City of Eugene Parks, Recreation and Open Space Project and Priority Plan <br />lists the acquisition of land for an urban plaza in Santa Clara as a priority in "Table 1: <br />Proposed Projects and Priorities for Parks, Open Space and Recreation Facilities If. <br />The proposed site for the plaza is located in this area on the map provided in the plan. <br />Santa Clara's urban core is fully developed, this site is zoned for Public Use, and <br />Santa Clara has less parkland per capita than most other areas of the City.
