<br />601, were annexed in 1987 (City of Eugene file A-87-001) and are zoned C-2, Community <br />Commercial, established in 1987 (City of Eugene tile 2-04-008). <br /> <br />Plan Designation: <br /> <br />ly[etro Plan <br />The Metro Plan Diagram applies Low Density Residential and Commercial designations to the <br />subject site. Current and Proposed Metro Plan Diagrams for the subject site are attached as <br />Exhibits D.l and D.2. <br /> <br />Refinement Plan <br />The River Road/Santa Clara Urban Facilities Plan designates the subject propelty as Public Land <br />and Commercial. The current and proposed River Road/Division sub-area maps, which show the <br />present and proposed designations applied to the subject site, are included in this application <br />packet as Exhibits E.1, E.2 and E.3. <br /> <br />B. Site Description and Existing Conditions <br />Subiect Site: <br />Portions ofthe subject site have previously been used as the Santa Clara Elementary School (Ta.x <br />Lot 9100, 9200, 9300 of Assessor's Map 17-04-11-41 and Tax Lots 200, 300 and 400 of <br />Assessor's Map 17-04-11-44). Currently the school site is vacant and Tax Lot 1900 has one <br />residential dwelling. The City Limit abuts the subject site to the east. Adjacent to the subject site <br />and at the northwest corner of the River Road and Green Lane intersection are two Tax Lots that <br />have not been annexed to the City (Tax Lots 800 and 900). Tax Lot 800 is owned by the <br />applicant but is not part of this application. Tax Lots 501 and 601 are currently designated <br />commercial and are a part of the development site but not included in this application. Because <br />they are already zoned C-2, Community Commercial it is not necessary to include them in a base <br />zone change, however, the concurrent Zone Change application includes them in order to apply <br />the Planned Unit Development and Site Review Overlays. <br /> <br />The site is located outside of both the 1 OO-year flood and 500-year flood areas. <br /> <br />Additional details on adiacent uses are as follows: <br /> <br />Northeast <br />TIle property to the northeast of the subject site is located outside of the City Limits but within <br />the Urban Growth Boundary (UGB). It is designated Low Density Residential on the Metro Plan <br />Diagram and is predominately developed with suburban residential dwellings. <br /> <br />Southeast <br />The property to the southeast of the subject site is located inside of the City Limits. It is <br />designated Medium Density Residential on the Metro Plan Diagram and is developed with a <br />mixture of older suburban residential dwellings and more recent multi-family housing types. <br /> <br />South and Southwest <br />The property to the south and southwest of the subject site is located predominately within the <br />City Limits.
