It includes the commercial area known as Santa Clara <br />Square. <br /> <br />West and Northwest <br />The property to the west of the subject site is designated Commercial on the Metro Plan Diagram <br />and zoned Neighborhood and Community Commercial. It is predominately inside of the City <br />limits and developed with commercial uses. <br /> <br />IV. PROPOSED USE <br /> <br />A. General Project Information <br /> <br />Contingent on approval of the current application and other applications as required, the <br />applicant is preparing to submit applications to build a mixed.use center on the subject site to be <br />developed as a Planned Unit Development. <br /> <br />B. Specific Proposal Information <br /> <br />The Eugene-Springtield Metropolitan Area General Plan (Metro Plan) currently applies <br />Commercial and Low Density Residential designation to the subject site. The River Road/Santa <br />Clara Urban Facilities Plan applies Public Land and Commercial designation to the subject site. <br />The Eugene Zoning Map applies R.1, Low-Density Residential; C-l, Neighborhood <br />Commercial; C.2, Community Commercial zoning to the subject site. <br /> <br />In preparation for development of a mixed-use center, the applicant proposes anlending the <br />Metro Plan Diagram and River Road/Santa Clara Urban Facilities Plan Diagram to reapportion <br />the existing commercial designation, to remove the Low Density Residential Designation and to <br />add Medium Deru;ity Residential designation to the subject site. In addition, changes to the <br />zoning on the subject site to R-2, Medium Density Residential and C-2, Community Commercial <br />are proposed. Maps showing the existing River Road/Santa Clara Urban Facilities Plan Diagram <br />designatioru; and the proposed River Road/Santa Clara Urban Facilities Plan Diagram <br />designatioru; are attached to this application packet as Exhibits E.I, E.2 and E.3. <br /> <br />In a separate application the applicant is proposing a refinement plan amendment that is site. <br />specific and amends the River Road/Santa Clara Urban Facilities Plan Land Use diagram and <br />text. The amendments to the refinement plan are intended to generate confoffility with the <br />proposed Metro Plan amendments herein.
