<br />Transportation System Plan indicates that the volume to capacity (vie) ratio of 0.85 is considered <br />the minimum acceptable performance standard for Lane County facilities. As found below, the vlc <br />performance standard is the focus of the proposed mitigation because a Lane County facility is <br />determined to be significantly affected. <br /> <br />The end of the planning period in the City's adopted transportation system plan (TransPlan) is 2015. <br />During the TIA scoping process, based on input from technical staff from ODOT, Lane County and <br />City, the applicant's analysis under OAR 660-012-0060 extends the planning period to 2022, which <br />provides more conservative estimates by accounting for more background growth as well as a <br />consistent year for analysis purposes. <br /> <br />As the applicant states, the proposed plan anlendments will not significantly affect existing <br />transportation facilities under OAR 660-0 I 2-0060(l)(a) or (l)(b). This is because the proposed <br />amendments \vill not change the functional elassification of an existing or planned transportation <br />facility under (1 )( a) or the standards implementing a functional classification facility under (1 )(b). <br />Regarding subsections OAR 660-012-0060(1)(c)(A),(l)(c)(B) and (l)(c)(C), the applicant is correct <br />that, vvith the exception of the River Road at Hansaker Lane/Irving intersection, the proposed <br />amendments will not significantly affect existing transportation facilities. <br /> <br />The performance of the River Road at Hunsaker Lane/Irving intersection is significantly affected by <br />the proposed amendments in the context of subsection (l)(c)(C), with regard to Lane County's <br />minimum vie performance standard. This is because the proposed anlendments would worsen the <br />performance of a facility that is otherv.rise projected to perform below the minimum acceptable <br />perfom1ance standard by the end of the planning period. Specifically, as sho"vn in Table 7 of the <br />applicant's TIA (page 29), in 2022 the River Road at Hunsaker Lane/Irving is projected to perform <br />below the minimum standard of 0.85 vlc by performing at 1.41 without the proposed amendments, <br />and with the proposed amendments. With the proposed anlendments, in 2022 River Road at <br />HunsakerlIrving intersection is projected to perfonn at 1.43 vie. Therefore, the River Road at <br />Hunsaker Lane/Irving intersection is significantly affected by the proposed amendmentsl. See <br />OAR 660-012 -0060( 1 )( e )(C). <br /> <br />Mitigation of Impacts <br />Pursuant to OAR 660-012-0060, a proposed amendment that significantly effects a transpoltation <br />facility can be allowed, provided the applicant can demonstrate compliance with either OAR 660- <br />012-0060(2) or (3). Pursuant to OAR 660-012-0060(1), \:\;'hen a local government determines that an <br />amendment would significantly affect an existing or planned transportation facility, the local <br />government must put in place measures as provided in OAR 660-012-0060(2) to assure that the <br />allowed land uses are consistent with the identified function, capacity and perfomlance standards <br />(level of service, volume to capacity ratio, etc.) of the facility. If there are no measures that will <br />assure that the allowed land uses are consistent with the identified function, capacity and <br />perfonnance standards of the facility, the City could still approve the proposed amendment if the <br />applicant demonstrates compliance with OAR 660-012-0060(3). <br /> <br />I Note that the same intersection is not significantly affected with respect to City of Eugene LOS performance standard <br />because the intersection is already projected to fail at LOS F and will not worsen by the proposal as it is projected to <br />stay the same at LOS F with the proposed devClopment. <br /> <br />Findings- November 19,2007 <br />Page 8 <br />
