<br />Residential to Commercial and re-designate 1.3 acres of Commercial to Medium Density <br />Residential), and the performance of the facilities in 2022 without the proposed amendments. The <br />TIA uses a "reasonable worst-case" scenario for C-2 commercial uses (for the portion of the <br />property re-designated to commercial) as depicted on Appendix F of the TlA, and a "reasonable <br />worst-case" scenario for theR-2 uses (for the portion of the property re-designated to Medium <br />Density Residential) based on the maximum allowable density of dwelling units, and anticipated <br />trip generation and distribution during the PM peak hour. Based on the TIA, the proposed <br />commercial and residential uses are anticipated to generate 361 trips in the PM peak hour. <br /> <br />City, Lane County and ODOT staff were consulted in the scoping and development of the TIA and <br />generally agree that the analysis methods used in the TIA are acceptable. (The TIA determined that <br />no further examination was needed for any state facilities than as provided in Appendix G). Access Local City of Eugene <br /> <br />In addition to including the above existing transportation facilities, the TIA also included discussion <br />of planned transportation facilities, as required by OAR 660-012-0060(1). Regarding planned <br />transportation facilities, the TlA states that the City's Transportation System Plan (TransPlan) <br />provides for "financially constrained un-programmed" (projects planned for construction but may <br />not have funding sources identified) improvements to Hunsaker Lane, which include on-street <br />bicycle lanes and other upgrades to urban standards. The Regional Transportation Program also <br />identifies those planned improvements for Hunsaker Lane. Referral comments do not indicate any <br />other planned facilities. <br /> <br />Determination of Significant Eflect <br />The TPR requires a determination of which existing and planned transportation facilities will <br />experience a significant effect as a result of the proposed plan amendment, and defines what <br />constitutes a significant effect. One way in which an amendment will significantly affect an <br />existing or planned transportation facility is, if at the end of the plmming period, the amendment <br />will reduce the performance of a transportation facility below the minimum acceptable perfonnance <br />standard or will worsen the performance of a transportation facility that is otherwise projected to <br />perform belo\v the minimum acceptable performance standard (OAR 660-0 12-0060( 1)( c )(B) and <br />(C)). <br /> <br />In determining whether there is a significant effect, different measurements are used to identify and <br />analyze each facility for the minimum level of performance standard. Level of Service D (LOS D) <br />is the minimum acceptable performance standard for City of Eugene. As identified in TransPlan, <br />LOS A represents the least congested conditions and LOS F the most congested. The Lane County <br /> <br />Findings- November 19,2007 <br />Page 7 <br />
