<br />Goal 7 - Areas Subject to Natural Di"asters and Hazards: To protect life and properly fj'om <br />natural disasters and hazards. <br /> <br />Response: <br />Goal 7 addresses natural hazards and requires that local governments inventory risks for floods, <br />landslides, earthquakes and related hazards, and wildfires among others and implement <br />appropriate safeguards when planning for development in areas of natural hazards. TIle Alulti- <br />hazard Mitigation Plan for the Eugene/Springfield Aletropolitan Area (Metro Hazard Plan) was <br />adopted by Eugene on November 8, 2004; this plan is non-regulatory but provides an inventory <br />of known hazards. <br /> <br />The Metro Hazard Plan does not identify any knowll hazards within the area of the subject site. <br />Furthermore, the subject area is outside of the 100 year and 500 year flood plains. There are no <br />adopted or non-adopted maps that identify the su~ject site to be within a known hazard area. <br />Future development on this site will include a full analysis of hazard risk and mitigate the risk <br />through appropriate construction. As such this amendment is in compliance with Goal 7. <br /> <br />Goal 8 - Recreation Needs: To satisfY the recreational needs of the citizens of the state and <br />visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br />including destination resorts. <br /> <br />Response: <br />The City of Eugene has adopted the following documents which are relevant to Goal 8: <br /> <br />. Eugene Parks, and Recreation Plan, 1989 <br />. Rlver Road/Santa Clara Urban Facilities Plan, 1987 <br />. Eugene Springfield Metro Area General Plan Update, 2002 <br />. Eugene Springfield TramPlan, amended 2002 <br />. Eugene Parks, Recreation and Open Space Project and Priority Plan. 2006. <br /> <br />The City of Eugene has endorsed the following document which is relevant to Goal 8: <br /> <br />. Rivers to Ridges A1etropolitan Regional Open Space Study, June 2003 <br /> <br />The City adopted the following document, however LUBA remanded the City's adoption; the <br />document continues to serve as the City's aspirational and guiding parks, recreation and open <br />space document: <br /> <br />· City of Eugene Parks, Recreation and Open Space Comprehensive Plan, <br />February 2006 <br /> <br />Oregon Administrative Rule 660-015-0000(8) (Division 23) establishes that current and future <br />needs for recreation shall be planned for by responsible governmental agencies: <br /> <br />. in coordination with private enterprise, <br />. in appropriate proportions; and <br />. in such quantity, quality and locations as is consistent with the availability of the <br />resources to meet such requirements. <br /> <br />Santa Clara - Metro Plan Amendment Application <br />Written Statement - August 2,2007 <br /> <br />Page II of32 <br />
