The proposed Metro Plan Land Use Diagram amendment will have no impact on any recreation
area, facility or opportunity that has been inventoried and designated by the Metro Plan or any
relevant facility plan regarding the Chis recreational needs. None of the various studies,
inventories, refinement plans, and facilities plans list this specific site in an adopted inventory, or
declare it a significant resource.

The Eugene Parks. and Recreation Plan (1989) does not list the project site as an existing,
proposed or needed facility. In addition, the City of Eugene Parks, Recreation and Open Space
Comprehensive Plan (2006) does not list the project site in "Table B-5: Parks and Open Space
Inventory: River Road/Santa Clara Planning Sub-area" and does not identify the site on the
"Existing and Needed Parks, Recreation and Open Space Resources Map."

The Rivers to Ridges Metropolitan Regional Open Space Study does not show the site on the
"Metropolitan Regional Parks and Open Space Study Vision Map."

The Eugene Parks. Recreation and Open Space Project and Priority Plan does not indicate the
site as an existing or proposed facility on the "River Road/Santa Clara Area Existing and
Proposed Parks, Recreation and Open Space Resources Map" and does not list the site or any
related project on "Table I: Proposed Projects & Priorities for Parks, Open Space and
RecreationalF acilities."

Conclusion:
Changing the plan diagram designation of this site does not affect a recreation area, facility or
opportunity inventoried and designated by the acknowledged plan to meet the City's recreational
needs. The City of Eugene is not required to apply Goal 8 when considering the consistency of
the proposal and can find that the plan amendment is consistent with Statewide Planning Goal 8.

Goal 9 - Economic Development: To provide adequate opportunities throughout the state for a
variety of economic activities vital to the health, welfare, and prosperity of Oregon's citizens.

Response:
Statewide Planning Goal 9 - Economy of the State, requires communities to inventory, plan, and
zone enough commercial and industrial land to support the diversification and improvement of
the economy. Oregon Administrative Rule 660-009-000 et seq. (Division 9) establishes the
applicability of Goal 9 rules. OAR 660-009-0010(4) states:

For a post-acknowledgement plan amendment under OAR chapter 660, division 18, that
changes the plan designation of land in excess of two acres within an existing urban
growth boundary ~from an industrial use designation to a non-industrial use designation,
or an other employment use designation to any other use designatIon, a city or county
must address all applicable planning requirements ... "

To comply with Goal 9 the Eugene City Council adopted the Eugene Commercial Lands Study
(ECLS) in May 1992, updated in October 1992. The EeLS was subsequently acknowledged by
LCDC as conforming to the Metro Plan and Goal 9 during periodic review in 1994.

Santa Clara - Metro Plan Amendment Application
Written Statement - August 2, 2007
