Moreover, the proposed amendment
allows more intensive residential development in an area that is under served by building types
that are allowed within the Medium Density Residential designation.

The Residential Lands and Housing Study estimations of the long term projected land needs, and
the determination that there is an adequate inventory, serve to demonstrate that the minimum
needs have been met. The proposal adds to the supply of Medium Density Residential and
Commercial inventories without significantly affecting the supply of Low Density Residential
land.

In smnmary, based on the excess supply of residential land and the relatively small amount of
acreage involved in this application, our analysis finds that the applicant's plan amendment
proposal meets the requirements of state\\ide planning Goal 10, and supports applicable adopted
policies. Please refer to discussion regarding Goal 9-Economy and the J\!etro Plan discussion of
the policies of the Residential Land Use and Housing Element.

Goal]] - Public Facilities and Services: To plan and develop a timely, orderly and efficient
arrangement of public facilities and services as aframeworkfor urban and rural development.

Response;
The parcels affected by this application are currently within the Urban GroVv1:h Boundary and
have been annexed into the City of Eugene.
