<br />H. LAND USE REQUEST <br /> <br />The subject site, as identified in Part I of this narrative" is within the area of Eugene in which the <br />River Road/Santa Clara Urban Facilities Plan is the applicable Refinement Plan. The applicant <br />requests City adoption of a refinement plan amendment to the River Road/Santa Clara Urban <br />Facilities Plan. The proposed amendment is site-specific and amends the River Road/Santa Clara <br />Urban Facilities Land Use Diagram, the River Road/Division Subarea Map, and <br />reconmlendations section. PC <br /> <br />The portion of the subject site north of Green Lane is the fOffiler location of the Santa Clara <br />Elementary School, and is currently zoned Public Land; designated on the refinement plan as <br />Government and Education; and designated on the Metro Plan as Low Density Residential. Santa <br />Clara Properties, LLC, a private development group, recently purchased the Santa Clara <br />Elementary School site. Per EC 9.2681(2) which states, "When public land is soldfor private the <br />development, the property shall be rezoned according to the procedures for zone changes <br />beginning 'with andfollowing section 9.8850 Purpose of Zone Changes" the applicant is seeking <br />a zone change. The refinement plan designation logically shall also be amended to reflect the <br />current private ownership. <br /> <br />The existing Metro Plan designations are shown on Exhibit D.1. With approval of this <br />application it is also necessary to remove the Low Density Residential designation and apply <br />COl1mlercial designation for the portion of the site north of Green Lane and to remove the <br />Commercial designation and apply Medium Density Residential designation tor the portion of <br />the site south of Green Lane on the Metro Plan Diagram. The applicant has submitted an <br />application to amend the Metro Plan.
