H. LAND USE REQUEST The subject site, as identified in Part I of this narrative" is within the area of Eugene in which the River Road/Santa Clara Urban Facilities Plan is the applicable Refinement Plan. The applicant requests City adoption of a refinement plan amendment to the River Road/Santa Clara Urban Facilities Plan. The proposed amendment is site-specific and amends the River Road/Santa Clara Urban Facilities Land Use Diagram, the River Road/Division Subarea Map, and reconmlendations section. The applicant proposes to amend the River Road/Santa Clara Urban Facilities Plan to change the designation from "Government and Education" to "Commercial" for 7.3 acres of the su~ject site, and to change the designation from "Commercial" to "Medium Density Residential" for another 1.3 acres of the subject site (see Table 1 and Exhibits E.1, E.2 and E.3 for more infoffilation). PC The portion of the subject site north of Green Lane is the fOffiler location of the Santa Clara Elementary School, and is currently zoned Public Land; designated on the refinement plan as Government and Education; and designated on the Metro Plan as Low Density Residential. Santa Clara Properties, LLC, a private development group, recently purchased the Santa Clara Elementary School site. Per EC 9.2681(2) which states, "When public land is soldfor private the development, the property shall be rezoned according to the procedures for zone changes beginning 'with andfollowing section 9.8850 Purpose of Zone Changes" the applicant is seeking a zone change. The refinement plan designation logically shall also be amended to reflect the current private ownership. The existing Metro Plan designations are shown on Exhibit D.1. With approval of this application it is also necessary to remove the Low Density Residential designation and apply COl1mlercial designation for the portion of the site north of Green Lane and to remove the Commercial designation and apply Medium Density Residential designation tor the portion of the site south of Green Lane on the Metro Plan Diagram.
