<br />The appropriate zoning designations for the proposed mixed-use center under the Eugene Land <br />Use Code are C-2, Community Commercial and R-2, Medium Density Residential. The subject <br />site is currently zoned PL, Public Land, C-1, Neighborhood Commercial and R-l, Low Density <br />Residential Zone. The development site also includes properties that are currently zoned C-2, <br />Community Commercial. '{be applicant intends to rezone the su~ject site for C-2/PD/SR, <br />Community Commercial with Planned Unit Development and Site Review Overlays north of <br />Green Lane and R-2/PD/SR, Medium Density Residential with Planned Unit Development and <br />Site Review Overlays south of Green Lane. The applicant has submitted an application to rezone <br />the subject site. Existing and proposed zoning maps are included as attachments C.1 and C.2. <br /> <br />Maps indicating the existing refinement plan diagram boundaries and the proposed plan diagram <br />boundaries are enclosed with this application (Exhibits E.1, E.2 and E.3). The subject site is <br />located in the River RoadlDivision Subarea of the River Road/Santa Clara Urban Facilities Plan <br />area. In order to provide scale and clarity appropriate for indicating proposed changes to the plan <br />diagram boundaries, the proposed boundaries are shown at the scale of the RRlSC River <br />Road/Division Subarea Map. A copy of the RR!SC River Road/Division Subarea Map as it now <br />exists is attached as Exhibit E.l (and a duplicated copy done by Satre Associates, PC as <br />Exhibit E.2) and a map showing the proposed plan diagram boundaries is attached as <br />Exhibit E.3. <br /> <br />In order to maintain the range of uses envisioned tor the subject site, text changes to the River <br />Road/Santa Clara Urban Facilities Plan (RR1SC) document are necessary. Specifically, <br />additional text is proposed as an amendment to the RRlSC Chapter 2, Land Use "River <br />Road/Division Subarea" (p. 2-32), "Recommendations" section. The applicant, Oregon West <br />Management, Inc., proposes to add Reconmlendations No.5, No.6 and No.7 as specified <br />herein. The proposed text change is included as Exhibit 1.1 and is reprinted here for convenience. <br />Proposed text changes are shown here in Boldface. A sentence preceding each proposed text <br />change describes the refinement plan page to which the proposed text change applies. <br />Exhibit 1.2 is a "Site Concept" showing how the refinement plan text amendments will affect <br />future development on the site. <br /> <br />Proposed Refinement Plan text change: <br />Proposed Plan Text for insertion on page 2-32, River Road/Santa Clara Urban Facilities Plan, <br />Chapter 2, River RoadIDivision Subarea, text to be included as Recommendations No.5, No.6.. <br />No.7 and No.8. <br /> <br />5. Notwithstanding Recommendation No.4, development sites along Green Lane and <br />adjacent to the former Santa Clara Elementary School site may be designated and <br />zoned Medium Density Residential. If the parcels are zoned MDR, they must be <br />developed as a Planned Unit Development in connection with the former Santa <br />Clara Elementary School site and with an emphasis on mixed-use development <br />principles. <br /> <br />6. Upon the sale from public ownership to private ownership, the City shall recognize <br />the area of the former Santa Clara Elementary School at the southeast corner of the <br />intersection of River Road and Hunsaker Lane, between Hunsaker Lane and Green <br />Lane (Tax Lots 9100, 9200, 9300 of Assessor's Map 17-04-11-41 and Tax Lots 200, <br /> <br />Santa Clam ~ Refinement Plan Amendment Application <br />Written Statement - August 2, 2007 <br /> <br />Page 4 of 44 <br />
