<br />For the reasons cited, including the Metro Plan's and the City of Eugene's acknowledged <br />programs for citizen involvement the amendment is consistent with Goal 1. <br /> <br />Goal Z: Land Use Planlting: To establish a land use planning process and policy framework as <br />a basisfor all decision and actions related to use of land and to assure an adequate factual base <br />for such decisions and actions. <br /> <br />Response: <br />Goal 2 requires that plans be coordinated with the plans of aflected govenunental units and that <br />opportunities be provided for review and comment by affected governmental units. In order to <br />comply with the Goal 2 coordination requirement, the City will be responsible for coordinating <br />the adoption of this amendment by providing notice to all affected governmental units and <br />responding in its findings to the legitimate concerns of affected governmental units. There are no <br />Goal 2 Exceptions required. <br /> <br />The Eugene/Springfield Metro Area General Plan (Metro Plan), the Eugene Code, and the River <br />Road/Santa Clara Urban Facilities Plan, as well as the Statev.ride Planning Goals and applicable <br />state statutes and administrative regulations, provide policies and criteria for the evaluation of <br />plan amendments. Compliance with these measures assures an adequate factual ba..<;e for approval <br />of the amendment. As discussed elsewhere in this document, the amendment is consistent with <br />the Metro Plan, the Eugene Code, the River Road/Santa Clara Urban Facilities Plan, and the <br />Statewide Goals. Therefore, the amendment is consistent with Goal 2. <br /> <br />Goal 3 -Agricultural Laltd: TopresenJe and maintain agricultural lands. <br /> <br />Response: <br />This goal applies to lands that are designated Agricultural. This amendment is for property <br />located within the city limits of Eugene and does not affect land designated for agricultural use. <br />Therefore, Goal 3 is not applicable or relevant to the amendment. <br /> <br />Goal 4 - Forest Land: To conserve forest lands by maintaining the forest land base and to <br />protect the state's forest economy by making possible economically efficient forest practices that <br />assure the continuous grm'f'ing and harvesting offorest tree species as the leading use on forest <br />land consistent with sound management o.fsoil, air, water, andfish and wildlffr resources and to <br />provide for recreational opportunities and agriculture. <br /> <br />Response: <br />This goal applies to lands that are designated Forest. This amendment is for property located <br />within the city limits of Eugene and does not affect land designated for forest use.
