(b) Change standards' implementing ajunctional class{fication system; or

(c) As measured at the end of the planning period identified in the adopted transportation
system plan:

(A) Allow land uses or levels o/development that would result in types or levels of
travel or access that are inconsistent with the junctional classification (~l an
existing or planned transportation/actlity;

(B) Reduce the perjormance of an existing or planned transportation facility
below the minimum acceptable performance standard ident{fied in the 7:',>'P or
comprehensive plan; or

(C) Worsen the performance of an existing or planned transportation facility that
is otherwise pn~iected to perform beloll' the minimum acceptable pelformance
standard identified in the TSP or comprehensive plan. "

With regard to OAR 660-012-0060(1)(a) and (b), the proposed plan amendments would not
change the functional classification of any transportation facility, nor would they change the
standards for implementing a functional classification system. Therefore, no facilities are
significantly affected under these definitions.

With regard to OAR660'-012-0060(1)(c)(A), the proposed plan amendments would not anow
types or levels of uses which would result in levels of travel or access which are inconsistent
with the fUnctional classification of a transportation facility. The policies of the City of Eugene
Municipal Code, "Chapter 9: Land Use," and the TransPlan establish the requested plan
designation as appropriate to the classification of the streets serving the site. Specific
requirements for access to those streets will be detemuned through Site Plan reviews and
approved only upon demonstration of compliance with the provisions of the acknowledged
comprehensive and implementing regulations. Therefore, no facilities are significantly affected
under this defInition.

With regard to OAR 660-012-0060(1)(c)(B) and (C), a Traffic Impact Analysis (TIA) evaluating
the performance of existing and planned facilities as a result of the development proposed by this
application has been pertonned. That TIA is submitted concurrently with this plan amendment
(Attachment 1) and the findings of that analysis are hereby incorporated by reference.

Impact Analvsis:
With regard to OAR 660-012-0060(l)(c)(B), although the River Road at Green Lane
intersection, a facility within the scope of the study, is projected to operate below the
performance standard in the plan year, it will not do so as a result of the proposed PAPA. It is
projected to operate below the performance standard in the plan year regardless of the proposal
under review. Therefore, no facilities are significantly affected under this definition.

With regard to OAR 660-012-0060(l)(c)(C), the analysis determined that two facilities within
the scope of the study are otherwise projected to operate below the performance standard in the
plan year. These facilities are:

Santa Clara - Refinement Plan Amendment Application
Written Statement -- August 2, 2007
