<br />Goal 16 through 19: (Estuarine Resources, Coastal Shore lands. Beaches and Dunes, and Ocean <br />Resourcesj: <br /> <br />Response: <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property or <br />involved in the amendment. Therefore, these goals are not relevant and the amendment will not <br />affect compliance with Goals 16 through 19. <br /> <br />EC 9.8424 <br />(1): The refinement plan amendment is consistent with all of the following: <br />(b) Applicable provL..ions of the Metro Plan. <br /> <br />Growth Mana2:ernent <br /> <br />"~letro Plan, Policy 1. The UGB and sequential development shall continue to be implemented as <br />an essential means to achieve compact urban grovvth. The provision of all urban services shall <br />be concentrated inside the UGB. <br /> <br />Response: <br />As detailed in the response to Statewide Goal 11 (above) urban services are available to the <br />su~ject property and the property is within the Eugene portion of the metropolitan UGB and <br />within the incorporated City limits. As such, the subject property is providing for compact urban <br />growth and has the essential services available for development. As defined in the glossary of <br />the Metro Plan compact urban grO\vth is defined a<;: <br /> <br />The filling in of vacant and underutilized lands in the UGB, as well as redevelopment <br />inside the UGB. <br /> <br />The amendments will allow compact urban gro\""ih to occur on lands that are currently within the <br />UGB and underutilized for an urban area. The redevelopment of the site will provide needed <br />commercial employment opportunities and also provide medium density residential <br />development. As such the proposed amendments support this policy. <br /> <br />Metro Plan, Policy 24. To accomplish the Fundamental Principle of compact urban growth <br />addressed in the text and on the Ale1ro Plan Diagram, overall metropolitan-lvide density of new <br />residential construction. but necessarily each project, shall average approximately six dwelling <br />units per gross acre over the planning period <br /> <br />Response: <br />The proposed development seeks to increase the amount of medium density residential <br />designated land within the subject site area and thus increase the supply of land available for <br />higher density development within the River Road/Santa Clara subarea. The future development <br />of the site, therefore, will help the region achieve its goal of compact urban growth. As such the <br />proposed amendments support this policy. <br /> <br />Metro Plan, Objective 8.
