Pursuant to OAR 660-012-0060(1), the proposed PAPA significantly affects a transportation facility within the scope of the analysis. The TIA determined that, should the City choose to invoke OAR 660-012-0060(3), the circumstances of the impact preclude the need for mitigation under the requirements of that section. Nonetheless, certain minor improvements are proposed a" conditions of approval. The TIA has determined that, with the proposed conditions in place, the PAP A has no significant effect under the criteria of OAR 660-012-0060(1). By requiring conditions of development to address OAR 660-012-0060(1) and (3), the City may approve the PAPA in compliance with OAR 660-012-0060. The City can find that the proposed amendments are consistent vdth Statewide Planning Goal 12. Goal 13 - Energy Conservation: To conserve energy. Land and uses developed on the land shall be managed and controlled so as to maximize the conservation of all forms of ener~;.ry, based upon sound economic principles. Response: The purpose of this amendment application is to re-designate land on the subject site to: 1) re- designate the land currently designated for Low Density Residential to Commercial; 2) and re- designate the Commercial land, south of Green Lane, on the subject site to Medium Density Residential. The Metro Plan is an acknowledged plan by the Oregon Department of Land Consenration and Development. Therefore, the Metro Plan is currently consistent with the provisions of Statewide Planning Goal 13. The City of Eugene adopted the Metro Plan updates (Ordinance No. 20319) on April 21, 2004. This application does not amend any component of the Metro Plan that is related to Goal 13 as adopted by Eugene City council on April 21, 2004. Therefore, this PAPA application is consistent with the Metro Plan and Statewide Planning Goal 13. For the rea"ons cited, the amendment is consistent with Statewide Planning Goal 13. Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to urban land use. Response: All of the parcels affected by tIus application are currently within the Urban Grovv'th Boundary and are annexed into the City of Eugene. The annexation was made in compliance with an acknowledged comprehensive plan and implementing ordinances, and established the availability of urban facilities and services. Therefore the amendments are consistent with Statewide Planning Goal 14. Goal 15 - Willnmette River Greenway: To protect, conserve, enhance and maintain the natural, scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette River as the Willamette River Greenway. Response: The subject site is not within the Willamette River Greenway. Therefore, this goal is not relevant and the amendment will not affect compliance with Goal 15.
