<br />standards~ development of the subject site will include improvements to Hunsaker, proportionate <br />to the impact of development that will bring the road to urban standards. <br /> <br />Additional information in tlus statement's response to Statewide Planning Goal 12 -- <br />"Transportation" is hereby referenced and incorporated. <br /> <br />lvfetro Plan, Policy F.l: Apply the nodal development strategy in areas selected by each <br />jurisdiction that have identUied potential for this type of transportation-efficient land use <br />pattern. <br /> <br />Response: <br />The subject site is identified in T'ransPlan as "Potential Nodal Development Area 5-C". <br />Although the area is identified as a potential nodal development area the City has not identified <br />the site for development as a node. Although the applicant is not specifically developing the site <br />under the nodal standards the applicant's mixed-use center concept is support of the intent ofthe <br />node concept. Future development of the site shall take advantage of its proximity to nearby <br />commercial services and existing and proposed transportation networks that complements the <br />nodal standards and provides a scale that is compatible \o\~th existing and future residential areas. <br />Please see discussion under Metro Plan, Policy A.13 for more infonnation on how this policy is <br />met. <br /> <br />lvfetro Plan, Policy F .13: Support transportation strategies that enhance neighborhood livability. <br /> <br />A1etro Plan, Policy F.14: Address the mobility and safety needs of motorists, transit users, <br />bicyclists, pedestrians, and the needs of emergency vehicles when planning and constructing <br />roadway system improvements. <br /> <br />Metro Plan, Policy F.23: Require bikeV.'LryS along new and reconstructed arterial and major <br />collector streets. <br /> <br />lvfetro Plan, Policy F .26: Provide for a pedestrian environment that is 'well integrated with <br />adjacent land uses and is designed to enhance the safety, comfort, and convenience afwalking <br /> <br />Response: <br />The proposed development will be served by the existing streets (River Road. Hunsaker Lane, <br />Green Lane). Bike lanes currently exist on River Road and the applicant will construct bike lanes <br />on Hunsaker Lane as required at the time of future development. The development will be easy <br />to get around, and to do so on foot with an enhanced pedestrian connection at Green Lane that <br />will provide a linkage between commercial development to the north and residential <br />development to the south All streets will have wide sidewalks, some of them setback from <br />vehicle traffic. It will be convenient, and safe, to walk within the subject site and to nearby <br />commercial and residential activity centers. The provisions of the text amendments to the <br />refinement plan provide additional scrutiny to future design elements and amenities that must <br />entail size limitations appropriate to the needs of pedestrians and cyclists.
