<br />G. Public Facilities and Services Element <br /> <br />Response: <br />Metro Plan. Policy G.l: Extend the minimum level and full range of key urban facilities and <br />services in an orderly and efficient manner consistent with the growth management policies in <br />Chapter II-B. relevant policies in this chapter. and other A1etro Plan policies. <br /> <br />The parcels affected by this application are currently within the Urban Grovvth Boundary and are <br />annexed into the City of Eugene. The annexation was made in compliance \-vith an acknowledged <br />comprehensive plan and implementing ordinances, and established the availability of urban <br />facilities and services. A detailed analysis of the availability of those services is contained in the <br />applicant's response Statewide Planning Goal 11 - "Public Facilities and Services." Those <br />responses are hereby incorporated by reference. <br /> <br />Therefore, with regard to the Public Facilities and Services Element of the Metro Plan, the City <br />can find that the proposed amendments will not make the Metro Plan internally inconsistent. <br /> <br />H Park<; and Recreation Element <br /> <br />Response: <br />The changes proposed by this application will have no impact on any recreation area, facility or <br />opportunity that ha.<:; been inventoried and designated by the Metro Plan or any relevant facility <br />plan regarding the City's recreational needs. The recreational needs of the community are <br />adequately met by the existing and planned facilities enumerated in the City of Eugene Parks. <br />Recreation and Open Space Comprehensive Plan, 2006 and other associated documents. A <br />detailed analysis of the subject site in relation to the various parks and recreation system studies, <br />inventories, refinement plans, and facilities plans is contained in the applicant's response <br />Statewide Planning Goal 8 - "Recreation." Those responses are hereby incorporated by <br />reference. With regard to the Parks and Recreation Element of the Metro Plan, the City can find <br />that the proposed amendments will not make the Metro Plan internally inconsistent. <br /> <br />1. Historic Preservation Element <br /> <br />Response: <br />The changes proposed by this application will have no impact on any historic resource that has <br />been inventoried and designated by the fdetro Plan or any relevant facility plan or inventory <br />regarding the City's historic resources. With regard to the Historic Preservation Element of the <br />Metro Plan~ the City can find that the proposed PAPA wiUnot make the Jvfetro Plan internally <br />inconsistent. <br /> <br />J Energy Element <br />A1etro Plan, Goall: lvfaximize the conservation and efficient utilization afall types of energy. <br /> <br />Response: <br />The proposed PAPA and subsequent development of the site will encourage conservation and <br />efficient utilization of energy by a concentration of employment, services and residences on the <br />site, and enabling transit services to the site. <br /> <br />Santa Clara ~ Refinement Plan Amendment Application <br />Written Statement - August 2,2007 <br /> <br />Page 32 of 44 <br />
