<br />River Road/Santa Clara Urban Facilities Plan: General Land Use Policies (p. 2-7) <br /> <br />RR/SC. General Land Use Policy 1.0. Nfinimize land use conflicts by promoting compatibility <br />between land uses, especially among residential, commercial-industrial, and commercial- <br />agricultural uses. [Ee 9. 9610(l)} <br /> <br />Response: <br />The amendment facilitates a commercial development that provides benefits for the city and <br />regional population and provides varied employment. Economically, the development pays <br />property taxes and is a jobs provider. The residential component of the proposed amendments <br />will extend the existing Medium Density Residential designation to the west in a logical maimer <br />that and will enhance the supply of land available for higher density development within the <br />Santa Clara subarea. The future development of the site will incorporate landscaping aI1d other <br />features to enhance its compatibility with the residential uses to the east. In addition, the <br />proposed text amendments provide significant protections that enhance compatibility of future <br />development with the existing and future residential development including height limitations, <br />area limitations on building size and the provision for the use of the Planned Unit Development <br />procedures. Because of the reasons stated, it is consistent with this policy. <br /> <br />RR/SC, General Land Use Policy 2.0. Adopt zoning that is consistent with the land use diagram <br />and policies contained in the land use element of the Urban Facilities Plan. <br /> <br />Response: <br />The proposed amendments contained within this application include map and text changes. Upon <br />approval of the proposed ChaIlges, and as detailed in the responses contained herein, the <br />proposed amendments support this policy. <br /> <br />RR/SC, General Land Use Policy 3.0. Provide for land uses that conform to Metropolitan Plan <br />goals and policies and that consider the provision of a full range of urban services in an efficient <br />and cost-effective manner. <br /> <br />Response : <br />As detailed in the response to Statewide Goal 11 (above) urban services are available to the <br />subject property and the property is within the Eugene portion of the metropolitan UGB and <br />within the incorporated City limits. As such, the subject property is providing for compact urban <br />growth and has the essential services available for development. As defined in the glossary of <br />the Metro PlaIl compact urban growth is defined as: <br /> <br />The .filling in of vacant and underutilized land'} in the UGB. as well as redevelopment <br />ins ide the UGB. <br /> <br />The aInendments will allow compact urban growth to occur on lands that are currently within the <br />UGB and underutilized for an urban area. The redevelopment of the site 'will provide needed <br />commercial employment opportunities and also provide medium density residential <br />development. As such the proposed amendments support this policy.
