<br />Metro Plan. Policy J.3: Land allocation and del'elopment patterns shall permit the highest <br />possible current andjilture utilization of solar energy jiJr space heating and cooling, in balance <br />with the requirements of other planning policies; and <br /> <br />Response: <br />TIle applicant shall design tuture development according the standards of the Eugene <br />Development Code includes all standards relevant to solar orientation. <br /> <br />A1etro Plan, Policy J.8: Commercial, residential, and recreational land uses shall be integrated <br />to the greatest extent possible, balanced 1,rith all planning policies to reduce travel distances, <br />optimize reuse of waste heat, and optimize potential on-site energy generation. <br /> <br />Response: <br />The requested approval of the PAPA proposed herein, if approved, will enable the subsequent <br />zone changes and development of a residential and commercial mixed-use development that <br />shall provide employment, services and residential opportunities. Workers and residents ,,\~J1 <br />have the option to obtain dining, shopping, and other commercial amenities less than a mile from <br />the subjl'Ct site consistent with Policy J.8's mandate to balance all planning policies to reduce <br />travel distance. Existing residential neighborhoods are adjacent to the subject site. Furthermore, <br />the presence of schools in close proximity and nearby recreational land uses which enables <br />reduced travel distances, this PAPA is consistent with this policy. <br /> <br />K. Citizen Involvement Element <br />Metro Plan. Goal: Continue to develop. maintain, and re.fine programs and procedures that <br />maximize the opportunity for meaningful, ongoing citizen involvement in the community's <br />planning and planning implementation processes consistent with mandatory statewide planning <br />standards. <br /> <br />Response: As noted in applicant's findings regarding Statewide Planning Goal 1, Citizen <br />Involvement, the City's acknowledged program for citizen involvement provides citizens the <br />opportunity to review and make recommendations in written and oral testimony on the proposed <br />amendment, consistent with Goal 1. The action proposed is consistent with and does not amend <br />the citizen involvement element of the Metro Plan. <br /> <br />AspeCts of the A1etro Plan that have not been discussed within this application l-vill be dealt .with <br />duringjuture development proposals. <br /> <br />EC 9.8424 (l)(c): The refinement plan amendment is consistent with all oftltefollowing: <br />(c) Remaining portions of the refinement plan. <br /> <br />The proposed amendment to the River Road/Santa Clara Urban Facilities Plan is site-specific <br />and amends the River Road/Santa Clara Urban Facilities Plan Land Use Diagranl and the River <br />Road/Division Subarea Map and text sections.
