<br />7. Pursuant to Recommendations 5 and 6, a pedestrian friendly connection subject to <br />review and approval by the City Engineer shall be provided at a "midblock" <br />crossing of Green Lane and shaH include five or more of the following design <br />elements: <br /> <br />a. Curb ramps <br /> <br />b. Curb extensions (equal to the width of on-street parking, but not interfering <br />with bicycle lane) <br /> <br />c. Raised crosswalks <br /> <br />d. Special paving treatment (e.g., brick, alternative colors, cobblestone, <br />patterned cement, etc.) <br /> <br />e. Adequate lighting to fully illuminate the crossing at all hours <br /> <br />f. To minimize conflict with vehicles entering! or exiting the former Santa <br />Clara Elementary School site locate the crosswalk to the east of the future <br />Green Lane access to the former Santa Clara Elementary School site. <br /> <br />8. Pursuant to Recommendations 5 and 6, pedestrian amenities shall be included <br />within the commercial component of the mixed-use development. Amenities shan <br />include two or more of the design elements from Recommendation No.7. <br /> <br />Response: . <br />The recommendations in the subarea categories are neither policies nor proposed actions and <br />therefore are not prescriptive. They have been adopted into the Eugene Code as EC 9.9610(12). <br />Although adopted into the Eugene Code, the recommendations are adopted for the purpose of <br />evaluating applicable adopted plan policies when reviewing applications pertaining to <br />subdivisions, partitions and site review (EC 9.9500). [n the case of this refinement plan <br />amendment the recommendations of the River RoadJDivisiol1 subarea are reviewed outside of <br />their context within EC 9.9610(12). The proposed plan amendment will facilitate the <br />development of a conmlercial and medium density residential project within the area identified <br />in the text amendment. <br /> <br />Adoption of the proposed amendments and subsequent development will facilitate development <br />of the subject site in substantial conformance with the mixed-use center identified within Trans <br />Plan and the Metro Plan (potential nodal development area 5C). The City, as the jurisdiction ~ith <br />development review authority for the subject site, will determine whether the development <br />would contlict with adjacent residential areas (and, if so, what conditions of development will be <br />necessary) as part of the required Site Review process. <br /> <br />For the reasons stated, the plan amendment provides an effective transition from commercial to <br />residential use and thus is consistent with these recommendations of the RRfSC refinement plan. <br /> <br />Santa Clara - Refmement Plan Amendment Application <br /> <br />Written Statement - August 2, 2007 <br /> <br />Page 41 of 44 <br />
