<br />Unit Development overlay (fPD) in order to provide further assurance that the proposed <br />horizontal mixed-use center will employ adequate design standards to provide for pedestrian and <br />neighborhood scale and amenities. Because the applicant is submitting concurrent Metro Plan <br />and refinement plan amendments, City Council approval is required to change the site's zoning <br />district. <br /> <br />III. THE SITE AND EXISTING CONDITIONS <br /> <br />A. Location and Context <br />Location: <br />The subject site is located approximately one-half mile north of Beltline Road on the southeast <br />corner of the intersection of River Road and Hunsaker Lane (see Vicinity Map, Exhibit B) <br /> <br />Lots Affected bv the Proposed Rezone: <br />The subject site is specific to properties identified on Assessor's Map 17-04-11-41 as Tax Lots <br />9100,9200 and 9300 and Assessor's Map 17-04-11-44 as Tax Lots 200,300,400,501,601 and <br />1900. These lots are entirely within the Eugene City Limits. <br /> <br />Legal Description of Lots within Subiect Site: <br />Descriptions of the properties subject to this request are included as Exhibit A. <br /> <br />Plannin~ and Zoning: <br />The current zoning for the subject site is a mixture of PI." Public Land, C-1, Neighborhood <br />Commercial, and R-l, Low Density Residential. Annexation of lots 200, 300, 400, 9100, 9200 <br />and 9300 occurred in 2004 (City of Eugene file A-04-003), concurrent ",rith a rezone for the <br />affected lots. Lot 1900 was annexed to the City in 1983 (City of Eugene file AZ-83-006) and <br />received its current zoning in 1989 (City of Eugene file Z-88-32). Tax Lots 501 and 601, were <br />annexed in 1987 (City of Eugene file A-87-001) and are zoned C-2, Community Conm1ercial, <br />established in 1987 (City of Eugene file Z-04-008). Current and proposed zoning for the subject <br />site are attached as Exhibits C.l and C.2. <br /> <br />Plan Desi~nation: <br /> <br />ilie/ro Plan <br />The Metro Plan Diagram applies Low Density Residential and Commercial designations to the <br />subject site. Current and Proposed Metro Plan Diagrams for the subject site are attached as <br />Exhibits D.1 and D.2. <br /> <br />Refinement Plan <br />The River Road/Santa Clara Urban Facilities Plan designates the subject property as Public Land <br />and Commercial.
