Provide an adequate supply of buildable residential land within the
[JGB for the 20-year planning period at the time of Periodic Review.

Response:
The 2004 update of the Metro Plan planned for an adequate supply of residential land based on
the analysis of the 1999 Residential Land Supply. As discussed in more detail under Goal to,
herein, the applicant is not appreciably affecting the regional supply of residential land and is
increasing the supply of Medium Density land within an underserved area ofthe community that
is also located close to transit and other services. As such this proposed amendment supports
Policy A.3.

Ale/ro Plan, Policy A.8. Require development to pay the cost, as determined by the local
jurisdiction, of extending public services and infrastructure. The cities shall examine ways to
provide subsidies or incentives for providing infrastructure that support ajlhrdable housing
and/or higher density housing.

Response:
The applicant shall conform to City of Eugene requirements and pay the fair cost of extending
public services and infrastructure. The proposed amendments \vithin this amendment will allow
a greater diversity of housing types to occur on the subject property than would be possible under
the current designation. As such this proposed amendment supports this policy.

Metro Plan, Policy A.lO. Promote higher residential density inside the UGB that utilizes
existing infrastructure, improves the efficiency of public services and facilities, and conserves
rural resource lands outside the UGB.

Santa Clara - Zone Change Application
Written Statement - August 2, 2007
