<br />The filling in of vacant and underutilized land') in the VGE, as "l-i'ell as redevelopment <br />in.,,>ide the UG B. <br /> <br />The amendments will allow compact urban growth to occur on lands that are currently \\ithin the <br />UOB and underutilized for an urban area. The redevelopment of the site will provide needed <br />commercial employment opportunities and also provide medium density residential <br />development. As such the proposed amendments support this policy. <br /> <br />ldetro Plan. Policy 24. To accomplish the Fundamental Principle of compact urban growth <br />addressed in the text and on the Afetro Plan Diagram, overall metropolitmHvide density of new <br />residential con.,,>truction. but necessarily each project, shall average approximately six dl1/elling <br />units per gross acre over the planning period. <br /> <br />Response: <br />The proposed development seeks to increase the amount of medium density residential <br />designated land \\ithin the subject site area and thus increase the supply of land available for <br />higher density development within the River Road/Santa Clara subarea. The future development <br />of the site, therefore, will help the region achieve it.<; goal of compact urban growth. As such the <br />proposed amendments support this policy. <br /> <br />Metro Plan, Objective 8. Encourage development of suitable vacant, underdeveloped, and <br />redevelopable land where services are available, thus capitalizing on public expenditures <br />already made jar these services. <br /> <br />Response: <br />The subject property is currently underdeveloped with access to readily available public facilities <br />and services. Approval of this proposal will capitalize on the public services and expenditures <br />already made and planned for in the immediate area. In short, the underdeveloped subject <br />property is suitable for commercial and residential uses and has access to public facilities and <br />services. As such the proposed amendments support this policy. <br /> <br />Metro Plan Specific Elements <br />A. Residential Land Use and Housing Element <br />Response: <br />Table 2 shows that the amendment will remove 7.3 acres ofland from Low Density Residential <br />supply and add it to the supply of Commercial land and remove 1.3 acres of land from the <br />Commercial land supply and add it to the supply of Medium Density Residential land. A net loss <br />of 6.0 acres of residential land occurs, however, the supply of higher density land increases. In <br />addition, the refinement plan amendment will remove 1.3 acres of land from commercial <br />designation and add 1.3 acres to the Medium Density Residential designation. The proposed <br />zone change will remove 1.3 acres of land from Low Density Residential (R-I) and add it to <br />Medium Density Residential (R-2) supply. The proposed amendments will provide needed <br />Medium Density Residential land in close proximity to.commercial services and does not hinder <br />the ability to provide for the housing needs of the community which has an adequate supply of <br />low density residential land as detailed herein within the discussion of Goall O. <br /> <br />Santa Clara - Zone Change Application <br />Written Statement - August 2, 2007 <br /> <br />Page 8 of 41 <br />
